Zákonodárství vztahující se k potravinovým alergiím a intolerancím ve vybraných zemích

Abstract

Cílem diplomové práce je zkoumat dopady zákonodárství vztahujícího se k vybraným potravinovým alergiím a intolerancím ve zvolených zemích na zdravotní systémy a na pacienta z důvodu aktuálnosti růstu počtu těchto pacientů. Práce se zabývá současným stavem legislativ dané problematiky ve vybraných zemích, dopady těchto zdravotních omezení na pacienta a na zdravotní systém a identifikováním hlavních zainteresovaných stran na území České Republiky. Autorka si dále klade otázku, jak ovlivňují potravinové alergie či intolerance život pacientů. Na základě toho je v práci pro dvě vybraná zdravotní omezení (celiakie a intolerance laktózy) zmapovaná situace v této problematice z pohledu expertů i pacientů. Je zjišťována finanční náročnost bezlepkové a bezlaktózové diety a vyčíslován dopad na rozpočty zdravotních pojišťoven v případě zavedení povinného proplácení částečných nákladů na bezlepkovou dietu. Všechny dílčí části práce ve výsledku směrují k návrhu konkrétních systémových opatření v této oblasti v České Republice. Cílem těchto opatření je snaha zvýšit kvalitu života pacientů.

This diploma thesis explores the impact of the legislation concerning selected food allergies and intolerances on healthcare systems and on patients in several countries, since the number of those patients increases. The thesis looks into the current state of the legislation regarding those issues in given countries and into the impact of these health problems on patients and on healthcare systems, and it also identifies the main interested parties in the Czech Republic. The author of this thesis also addresses the problem of how food allergies and intolerances influence lives of the patients. Based on the aforementioned, the thesis focuses on two chosen health problems (celiac disease and lactose intolerance) and examines the situation from the point of view of experts and patients. The financial demands of gluten- free and lactose-free diet are explored and the impact of potential implementation of partial reimbursement of the expenses of gluten-free diet on health insurance companies is analyzed. All parts of the thesis are aimed to create a proposal of specific systemic steps to take in this area in the Czech Republic, with the overall aim to improve the quality of life of the patients.
