Možnosti využití aktivní zálohy ozbrojených sil ČR pro Centrum biologické ochrany Těchonín

Abstract

Předmětem práce je ucelená analýza a komparace získaných poznatků zaměřujících se na aktivní zálohu ozbrojených sil České republiky a Centrum biologické ochrany v Těchoníně. Na úvod teoretické části práce je provedena rešerše dostupných literárních pramenů. Je popsán současný stav ozbrojených síl ČR, a to především v oblasti aktivní zálohy. Dále pak práce přibližuje historický vývoj aktivní zálohy, vybrané jednotky, ať už při krajských vojenských ředitelství či v podřízenosti vybraných útvarů. Také jsou charakterizovány požadavky pro zařazení žadatele ke zvolené jednotce. Diplomová práce se mimo jiné zabývá i legislativním rámcem a studiem koncepčních norem. Další část práce seznamuje čtenáře s problematikou biologické ochrany na území České republiky. Věnuje se vysoce nebezpečným nákazám a především připraveností na ně. Práce přibližuje význam Centra biologické ochrany v Těchoníně, včetně jeho historie, funkcí a hlavních součástí. Detailně analyzuje jednotku AZ Odboru biologické ochrany Těchonín a průběh jejího vojenského cvičení. Dále také charakterizuje složení jednotky a další specifikace, které představuje stav, pokud bude nutné tyto vojáky v aktivní záloze nasadit. V praktické části je provedena analýza možností využití zmíněné jednotky pro Centrum biologické ochrany v Těchoníně. Prostřednictvím komparace dat získaných vybranými metodami (pozorování, hloubkové rozhovory a obsahová analýza dokumentů) je zpracována SWOT analýza současného stavu a následně navržena doporučení pro rozvoj jednotky. Vznikla tak ucelená analýza současného stavu aktivní zálohy podílející se na zajištění provozu zařízení Armády ČR. Zjištěné výsledky ukazují, že nově vzniklá jednotka má potenciál pro svůj rozvoj v rámci biologické ochrany a její působení je důležité pro udržení funkce a schopnosti Odboru biologické ochrany v Těchoníně. Jednotka již dnes je velmi atraktivní, a co se její odbornosti týká, pak v našich podmínkách jedinečná.

The subject of this thesis is a comprehensive analysis and comparison of acquired knowledge, which is focused on the Active Back-ups of Armed Forces of the Czech Republic and The Centre of Biological Protection in Těchonín. The introduction of the theoretical part is a literature review of available sources. In this part of the thesis we describe the current status of the Armed Forces of the Czech Republic, mainly focused on the Active Back-ups. Furthermore, the thesis introduces the historical progress of the Active Back-ups, specifies selected units with regional military headquarters or subordinated to a specific departments. The thesis, further, characterises the requirements which need to be met if an applicant wants to be placed in one of the selected units. The thesis, moreover, discusses a legislative framework and studies conceptual standards. Another part of this thesis introduces the problematics of biological protection on the territory of the Czech Republic. Specifically, is concentrated on highly hazardous contagions and on the level of emergency preparedness. This thesis stresses the importance and value of the Centre of Biological Protection in Těchonín, including its history, functions and its main elements. It reveals and analyses the Active Back-ups unit, specifically the Division of Biological Protection in Těchonín and the process of training. It characterises the unit’s composition and further conditions, which would apply in the case of an incident, which would demand activation of these backups. In the practical part an analysis of utilization is developed for the previously mentioned division for The Centre of Biological Protection in Těchonín. Data was collected by selected methods such as, observation, interviews and document analysis. Through comparison of the data gained we have elaborated SWOT analysis of the current state, which then allowed for recommendations and improvements for unit developments to be suggested. As a result we may introduce a comprehensive analysis of the current situation of the Active Back-ups, which participates in servicing and running this military-owned facility. The collected results prove that the newly established unit has considerable potential in terms of biological protection and its function is essential for the preservation and function of the Division of Biological Protection in Těchonín. Nowadays the Division is very attractive and due to its focus and subject it is utterly unique in our environment.
