Ochrana obyvatelstva před teroristickým útokem

Abstract

Diplomová práce se jak ve své teoretické, tak i praktické části zabývá problematikou spjatou s terorismem, konkrétně problematikou teroristických útoků zaměřených na měkké cíle. Teoretická část práce definuje pojem terorismus, jeho vývoj a rozdělení. Dále se zabývá teroristickým útokem, a to konkrétně popisováním způsobů provedení teroristického útoku. Dále poukazuje na cíle, příčiny a dopady, které přináší spáchání teroristického útoku. Závěr teoretické části práce patří boji proti terorismu a způsobům, které se využívají. Obecně jsou tak popsány cíle, legislativa a instituce spjaté s bojem proti terorismu. Praktická část práce navazuje na teoretickou část, kdy se zabývá problematikou měkkých cílů a jejich ochranou před teroristickým útokem ve středočeském kraji, konkrétně ve městě Beroun. Vyhodnocením souhrnu vybraných měkkých cílů, které se nacházejí ve městě Beroun podle vybraných kritérií, dochází ke stanovení nejpravděpodobnějšího měkkého cíle, a to Husova náměstí v Berouně. Takový měkký cíl by mohl být potencionálními teroristy zvolen ke spáchání teroristického útoku, a proto je tento měkký cíl analyzován a podroben rozboru jeho slabých a silných stránek se zaměřením na zabezpečení před teroristickým útokem. Praktická část práce směřuje zejména k analyzování možností sil a prostředků Integrovanému záchrannému systému v případě spáchání teroristického útoku a jejich možné dostupnosti a dále k technickému zajištění měkkého cíle v době pořádání rizikových akcí. Praktickou část práce završuje vyhodnocení simulovaného teroristického útoku aplikací TerEx. Simulovaný teroristický útok byl veden na Husovo náměstí v Berouně v době pořádání vánočních trhů a jeho způsob provedení spočíval v odpálení nálože s výbušninou semtex v místě zmiňovaného náměstí za přítomnosti vysokého počtu osob. Hlavním cílem diplomové práce je poukázat na skutečnost, že teroristický čin může být spáchán jednotlivcem, skupinou nebo organizací, ale zejména, že teroristický čin může být spáchán téměř kdekoliv. Důležité je tedy předvídat a být alespoň v rámci možností připraven.

The diploma thesis deals with the issue of terrorism both in its theoretical and practical part. Specifically, it addresses the problem of terrorist attacks against soft targets. The theoretical part of the work defines the concept of terrorism, its development and structure. Besides, it follows up the terrorist attack and it describes ways of execution of terrorist attack. Next, it points out goals, causes, and impacts brought by committing a terrorist attack. The conclusion of the part is dedicated to the fight against terrorism and its ways usually used. Generally, goals, legislation, and institutions linked with the fight against terrorism are described here. The practical part follows up on the theoretical part taking into account the issue of soft targets and their protection against a terrorist attack in the Central Bohemian Region, specifically in the city of Beroun. The evaluation of the summation of selected soft targets in the city of Beroun according to selected criteria leads to the identification of the most probable soft target which is the Husovo Square in Beroun. Such soft target could be selected by potential terrorists for committing a terrorist attack. Therefore, this soft target is analyzed and it is submitted an analysis of its weak and strong spots focusing on the security before a terrorist attack. The practical part of the work points mainly to the analysis of possibilities of capacities and means of the Integrated Rescue System in the case of committing a terrorist attack and also to their possible availability and to technical security of a soft target during the organization of hazardous events. The practical part finishes by the evaluation of a simulated terrorist attack by the application of TerEx. The simulated terrorist attack aims against the Husovo Square in Beroun during the organization of a Christmas market. The modus operandi was based in launching the charge with the explosive of semtex at the above mentioned place in the presence of a high number of persons. The main goal of the diploma thesis is to point out to the fact that a terrorist act can be committed by an individual, by a group of individuals, or by an organization almost anywhere. Therefore, it is important to anticipate and to be ready to the extent possible.
