Úkoly obce s rozšířenou působností k řešení krizových situací nevojenského charakteru: legislativa a současný stav

Abstract

Vdiplomové práci jsme se zabývali problémem krizových situací nevojenského charakteru, které jsou, pro obce srozšířenou působností, velkou hrozbou. České republice, v současné době, nejspíše nehrozí žádné vojenské ohrožení. Naopak krizové situace nevojenského charakteru byly, jsou a budou stále aktuální téma. Vteoretické části jsme se zaměřili na popsání současného i legislativního stavu této problematiky. Dále jsme provedli komparaci krizového řízení a ochrany obyvatelstva v některýchstátech Evropské unie. Vpraktické části byly stanoveny cíle a hypotézy, které jsme chtěli buď potvrdit, nebo vyvrátit. Byly stanovenyčtyři cíle. První cíl byl nazván jako hlavní, další třibyly označeny číselně. Jako výzkumná metoda bylo zvoleno dotazníkové šetření, kte ré bylo zaměřené na obyvatele Nového Města na Moravě. Tuto metodu jsme zvolili především pro její srozumitelnost vůčiobyvatelům města. Výzkumné šetření probíhalo na území města více jak měsíc a výsledkem byl dostatečný počet respondentů pro vyhodnocení předem zadaných cílů. Tyto závěry jsme vyhodnotili pomocí grafického znázornění. Do praktické části byl také zahrnut popis biatlonového areálu, který se nachází vtěsné blízkosti Nového Města na Moravě. Kvůli kapacitě tohoto sportovního centra by vbudoucnumohlo lehce dojít knějaké mimořádné události. Závěrem této části bylo zpracováno vyhodnocení.

In this diploma thesis we dealt with the issue of emergency situations of non-military nature which pose a great threat to municipalities with extended powers. The Czech Republic is most probably not facing any military threat right now. On the contrary, the emergency situations of non-military nature are and willalways be a hot issue. In the theoretical part we focused on the description of the current situation concerning this issue even from the point of view of the legislation. Further, we compared the emergency management and protection of the population in some of the European Union countries. In the practical part, the goals and hypotheses were set which we either wanted to confirm or rebut. Fourgoals were set. The first goal was called the main one; the other threewere marked by numbers. The questionnaire survey was selected as the research method and it was focused on the inhabitants of the town of Nové Město na Moravě. We have chosen this method mainly because it is understandable to the inhabitants of the town. The research took place on the territory of the town for more than a month and the result was a sufficient number of respondents for the evaluation of the pre -set goals. We evaluated these results in the form of a graph. The practical part also comprises the description of the biathlon arena which is in the close vicinity of Nové Město na Moravě. Due to the capacity of this sports centre, an extraordinary emergency situation could easily occur in the future. The evaluation was elaborated at the end of this part.
