Možnosti použití obecní policie při plnění úkolů ochrany obyvatelstva

Abstract

Diplomovápráce směřuje k zmapování nových možností využití obecní policie jako jedné zezákladníchsložek Integrovaného záchranného systémuk řešení krizových situací. Jedním zhlavních úkolů strážníků obecní policie je zabezpečování místních záležitostí veřejného pořádkua to i vrámci působnosti obce. Tyto úkoly jsou zakotveny vprávní legislativě, které jsou pro obecní policii závazné. Vzhledem knovým možnostem obce a obecní policie, které umožňují rozšířit působnostpravomocíobecní policie, jak ve vztahu k veřejnému pořádku, tak ve vztahu k řešení neočekávaně vzniklé krizové situacevčetně jejich dopadů na obyvatelstvose tato diplomová práce bude zabývat rozborem těchto možnostía jejich možné využití v praxi. Práce jestrukturována do dvou částí, kdy v teoretické části jsou popsány základní povinnosti, oprávnění, úkoly a působnostobecní policie dle zákonaoobecní policii, včetně využitelnosti strážníků obecní policie vrámci Integrovaného záchranného systémua krizového řízení. Vpraktickéčásti jsme se zaměřili na ověření znalostí a praktických dovedností strážníkůdotazníkovým šetřením, kde jsme mimo jiné zjišťovali postoj respondentů kdané problematice. Výsledky tohotošetření nám ukázaly, že přestože strážníci znají právní legislativu dané problematiky a jsou schopni vpřípadě mimořádné události adekvátně reagovat na vzniklou situaci, jejich velkým limitem jenedostatečné technické zabezpečenípro případ vzniku krizové situace. Dále jsme ztohoto šetření zjistili, že více než polovina respondentů je schopna využít svéznalosti vpraxi a tedy pohotově reagovat nanastalé mimořádné události, čímž jsme ověřili jejich praktické dovednostivrámci výkonu povolání strážníka vsouvislosti skrizovým řízením. The aim of this thesis is to map the new possibilities of the use of the municipal police as one of the fundamental components of the Integrated Rescue System for solving the emergency situations. One of the main duties of the municipal police officers is to secure the local public order, even within the municipality. These duties are confirmed in the legislation which is mandatory for the municipal police. This thesis will deal with the analysis of the new possibilities and their use in practice, which extend the scope of competence of the municipal police, in relation to public order as well as in relation to solving the unexpected emergency situations, including their impact on the population, due to the new possibilities of the municipality and the municipal police. This work is divided into two parts; the theoretical part describes the basic obligations, rights, duties and force of the municipal police under the Act on the Municipal Police, including the utilization of the municipal police officers in the Integrated Rescue System and the emergency management. In the practical part, we focused on verifying the knowledge and practical skills of the officers by aquestionnaire. We also focused on the attitudes of the respondents towards this issue. The results of this investigation has shown that although the officers know the legal issues and legislation of this issue and they are, in case of emergency, able to respond to any situation adequately, their major limitation is the lack of the technical support in case of an emergency situation. Furthermore, we have found out from this survey that more than ahalf of the respondents are able to use their knowledge in practice and therefore they respond promptly to extraordinary events. We verified their practical skills in the performance of the profession of apolice officer in connection with the emergency management. In the conclusion, we summarize all the acquired information. We also pointed out the use of the municipal police officers in the performance of the duties of civil defence.
