Použití AČR během povodňových záchranných a likvidačních prací v rámci IZS v letech 2002 - 2014

Abstract

Diplomová práce byla zaměřena na použití Armády České republiky při řešení povodňových krizových situací mezi lety 2002 až 2014. Cílem práce bylo posouzení možností AČR kprovádění záchranných a likvidačních prací připovodních vrámci IZS a analýzapoužití armádních sil a prostředků při povodních vletech 2002 až 2014. Teoretická část byla zaměřena na možný způsob využití armády ve prospěch IZS a legislativním rámcem. Dále se tato část zabývala armádními silamia prostředky využitelnými kprovádění záchranných a likvidačních prací při povodních, způsobem nasazení těchto prostředků, jejich postupným vývojema možnostmi AČR kposkytování specifických služeb ve prospěch IZS a obyvatelstva. Vzávěru tétočásti byly popsány změny provedenévrámci profesionalizace ozbrojených sil a postupné reorganizace ženijního vojska. Od roku 2002 byly možnosti armády kprovádění záchranných a likvidačních prací vrámci IZS značně omezeny, ale její úkoly zůstaly vtéto oblasti nezměněny. Armáda si stále zachovává určité možnosti, ale již není schopna tak rozsáhlého a déle trvajícího nasazení jako při řešení povodní vroce 2002. Vpraktické části byla provedena analýza nasazení sil a prostředků AČR při jednotlivých povodních ve vymezeném období. Vrámci vyhodnocení tohoto nasazení byla zpracovánaSWOT analýza a následně byla stanovena řada doporučení knavýšení možností AČR kplnění úkolů stanovených platnou legislativou, plnění humanitárních úkolů civilní ochrany aprovádění záchranných a likvidačních prací při povodních. Na základě prezentovaných výsledkůlze konstatovat, že se armáda aktivně zúčastnila řešení všech povodní ve vymezeném období a nasazení sil a prostředků AČR při jednotlivých povodních bylo přínosné a zásadně přispělo kjejichřešení.

The thesis was focused on use of the Army of Czech Republic during resolution of flood crisis situations between the years 2002 and 2014. Purpose of thiswork was to assess the possibilities of ACR to carry out rescue and liquidation works as a part of the IRS and analysis of the use of military forcesand resources during floods in the years 2002 to 2014. The theoretical part was focused onpossible usesof the army in favor of the IRS, and legislation. This part was then focused onmilitary forces and resources usable to carry out rescue and liquidation works during floods, the way they can be deployed, their gradual development, and the possibilities of ACR to provide specific services in favor of the IRS and general population. Inthe endof this part the performed changes as part of professionalization of the armed forces and gradual reorganizations of engineering forces were described. Since the year 2002 the possibilities of armed forces to carry out rescue and liquidation worksas a part of the IRS were significantly reduced but their tasks in this field remained unchanged. The army still keeps certain possibilities but it is unable to carry out such an extensive and long lasting deployment as during the resolution of floods in 2002. In the practical part an analysis of the deployment oftheforces and resources ofACR duringthedefined period was carried out. As a part of evaluation of this deployment a SWOT analysis was created and a number of recommendations to increase the possibilities of ACR to fulfill the tasks set out by valid legislative , performing humanitarian tasks of civil protection and carrying out rescue and liquidation works during floods, were established. Based on the presented results it can be stated that thearmy has actively participatedin the resolution of all the floods during the defined period and the deployment of the forces and resources of ACR during individual floods was beneficial andsignificantly contributed to their resolution.
