Vývojové trendy protiprávních jednání a kriminality příslušníků a zaměstnanců bezpečnostních sborů

Abstract

Tato diplomová práce se zabývá protiprávním jednáním příslušníků a zaměstnanců bezpečnostních sborů, představuje vývojové trendy a objasňuje příčiny tohoto jednání. V teoretické části jsou charakterizovány základní pojmy týkající se problematiky, dále je zde popsána bezpečnost a bezpečnostní sbory, a také Generální inspekce bezpečnostních sborů její historie a současný stav. Zmíněna je zde i zkouška spolehlivosti jako hlavní nástroj pro zjišťování, odhalování, objasňování a zamezování protiprávního jednání. V praktické časti je analyzováno protiprávní jednání příslušníků a zaměstnanců bezpečnostních sborů pomocí statistických údajů. V diskusi je poskytnut obraz o rozsahu protiprávního jednání a jsou zde zvažovány možné příčiny protiprávního jednání.

This master thesis discusses the infringement procedures of security forces and employees, it presents developmental trends and explains the reasons of this infringement. The theoretical part describes the basic concept related to the issue, followed by an analysis of the internal security of the Czech Republic and the security forces, as well as the General Inspectorate of security forces and its history. In this part the reliability test is mentioned as the main instrument for uncovering, detecting, clarifying and preventing infringements. The practical part analyzes the illegal behavior of security officers and employees of the security forces according to the statistical data. The conclusion reveals a summary of the infringements magnitude and offers the possible causes of the unlawful actions.
