Tato diplomová práce se věnuje teroristickému útoku organizace Islámský stát na systém podzemní dráhy v hlavním městě Belgie, Bruselu. Snažíme se v ní odpovědět na otázku, zda je systém podzemní dráhy v Praze dostatečně zabezpečen proti typově shodnému teroristickému útoku s útokem v Bruselu. V teoretické části se věnujeme charakteru a vývoji teroristické organizace Islámský stát a významným teroristickým útokům, ke kterým došlo v systému podzemních drah ve světě. Islámský stát je v teoretické části charakterizován z ideologického a historického hlediska, zejména je zde popsáno jeho působení v konfliktech v Sýrii a Iráku. Dále je charakterizována jeho teroristická činnost. V praktické části je vyžito několika výzkumných metod. V práci je využita analýza, a to při detailním rozboru útoku na bruselské metro s důrazem na pochybení z bruselské strany při řešení tohoto útoku. Oba systémy podzemní dráhy, v Bruselu i v Praze, jsou dále podrobeny místnímu šetření, které má za cíl prozkoumat stávající úroveň zabezpečení v obou komplexech. Poté je využito metody rozhovoru s odborníkem z bezpečnostní oblasti. Další výzkumnou metodou je SWOT analýza. SWOT analýza má za cíl zhodnotit slabé a silné stránky systému pražského metra. Následně je v praktické části využita komparativní metoda, kdy je srovnávána úroveň zabezpečení bruselského a pražského metra a z toho vyvozeno, zda je pražské metro na potenciální teroristický útok dobře připraveno. Jako další metody je využito dotazníkového šetření, které má za cíl zjistit názory respondentů pracujících v dopravní a bezpečnostní oblasti v Praze na úroveň zabezpečení pražského metra a možnosti zvýšení této úrovně. V diskuzní části diplomové práce jsou porovnávány naše výsledky z dané problematiky se závěry ostatních autorů, kteří se této problematice věnují. Výstupem práce je návrh bezpečnostních opatření pro systém pražského metra. This diploma thesis deals with the terror attack on the metro system in Brussels, the capital of Belgium. The attack was perpetrated by the organization calling itself Islamic State and this work focuses on the comparison of the Prague and Brussels metro systems, the security of the Prague metro and the prevention of a potentially identical terror attack in Prague. The theoretical part of the diploma thesis covers the main features and development of the so-called Islamic State and notorious terror attacks at underground stations carried out by this organization in various parts of the world. The so-called Islamic State is described in the theoretical part of this work in terms of ideology and the historical development of the organization as well as its involvement in the Iraqi and Syrian conflicts. The rest of the theoretical part covers and explains the terrorist activities of the organization. The practical part of this work employs several research methods and a detailed analysis of the Brussels attack on the metro station. The analysis focuses mainly on the failure of the Brussels authorities in responding to the attack. Furthermore, both the Brussels and Prague metro systems have been investigated by the local authorities. This investigation examines the current level of security in both metro systems. Other methods used in this work are an interview with an expert in the safety and security field and the SWOT analysis. The main goal of the SWOT analysis is to consider strong and weak points of the Prague metro system. The practical part of this work furthermore includes a comparative method comparing the security levels of the Brussels and Prague metro systems. This comparative method provides us with an answer as to whether the Prague metro is well prepared to weather a potential terror attack. Finally, a questionnaire has been carried out addressing respondents employed in the Prague transport and security systems. The main objective of the questionnaire was to find out the opinions of the employees regarding the level of Prague metro security and possibilities of its improvement. The discussion part of the diploma thesis compares our results with the conclusions of other authors who have dealt with this issue. The output of this work are a series of proposals of security measures for the Prague metro system.
