Analýza možností Armády České republiky k řešení povodňových mimořádných událostí

Abstract

Předmětem diplomové práce byla analýza činnosti Armády České republiky během povodňových mimořádných událostí a odstraňování jejich následků. V teoretické části byla provedena rešerše odborné literatury. Byla charakterizovaná samotná povodeň, její stavy, vyhlášení, stupně a faktory, které ovlivňují její vznik. Další část byla věnována popisu Armády české republiky a jejích možností při záchranných a likvidačních prací, nasazení sil a prostředků vyčleněných k záchranným pracím, spolupráce s integrovaným záchranným systémem a mezinárodní spolupráci. Dále práce poukazuje na legislativu, která je stěžejní v oblasti Armády České republiky, povodní a vyčleňování sil a prostředků ve prospěch integrovaného záchranného systému. V závěru teoretické části je popsán systém fungování dřívějších záchranných a výcvikových základen, jejich následná transformace a vznik ženijního pluku Bechyně, do jejichž podřízenosti většina těchto základen přešla. V praktické části byla provedena analýza nasazení sil a prostředků Armády České republiky během povodně v roce 2013. Zpracováním SWOT analýzy byly vyhodnoceny možnosti současného stavu Armády České republiky a připravenosti na povodňové situace v budoucích letech. Na základě zpracované analýzy byla stanovena doporučení k navýšení schopností Armády České republiky k plnění úkolů ve prospěch integrovaného záchranného systému. Díky monitorovanému rozhovoru, který byl další metodou pro diplomovou práci, vznikl ucelený pohled na práci ženijního pluku a záchranných ženijních praporů v praxi. Zjištěné výsledky ukázaly, že Armáda České republiky je schopná mimo svoji prioritní povinnost v podobě efektivního a co nejlepšího zabezpečení obrany území České republiky, se také plnohodnotně podílet na podpoře integrovaného záchranného systému během povodňových situací a odstraňování jejich následků.

The subject of this diploma thesis was the Analysis of activity of the Armed forces of the Czech Republic during flood emergency incidents and the elimination of their consequences. In the theoretical part, a literature search was carried out. It was characterized flood itself, its states, publication, steps and factors that influence its occurrence. Another part was devoted to describe the Czech Army and its possibilities in rescue and relief work, the deployment of forces and resources allocated for rescue operations, cooperation with the integrated rescue system and international cooperation. The work also points to legislation which is crucial in the Army of the Czech Republic, floods and earmarking of forces and resources in favor of the integrated rescue system. The end of the theoretical part describes or At the end of the theoretical part was described the system functioning earlier Rescue and Training Bases and their subsequent transformation and the emergence Engineer Regiment Bechyně, to the subordination of most of these bases passed. In the practical part, was performed analysis of forces and means deployment of the Army of the Czech Republic during the floods in 2013. Processing SWOT analysis were assessed for the current state of the Czech Army and preparedness for floods in future years. On the basis of the analysis set recommendations to increase the capabilities of the Czech Armed Forces to perform tasks for the benefit of the integrated rescue system. Another used method in the diploma thesis was a monitored interview, with contributions to this method a comprehensive view was taken of the work of the engineer regiment and the rescue engineer battalions in practice. The results of the research showed that the Czech armed forces can fully use the support of the integrated rescue system in flood situations and eliminate their consequences beyond their priority duty in the form of effective and best defense of the territory of the Czech Republic.
