Velitel Policie České republiky v hlavním městě Praze

Abstract

Předložená diplomová práce pojednává o novém řídícím prvku v systému odezvy na mimořádnou událost jedné ze základních složek integrovaného záchranného systému - Policie České republiky a to v hlavním městě Praze. Shromažďuje, analyzuje a prezentuje potřebné činnosti velitelů a jejich vzájemnou spolupráci a součinnost. V úvodních kapitolách je provedena analýza a rozvaha o nutnosti vzniku integrovaného záchranného systému a činnosti základních složek na místě mimořádné události. V další části předložené práce je popsána mimořádná událost, která měla zásadní vliv na vytvoření nového řídícího prvku policie v hlavním městě Praze při mimořádných událostech. Při zpracování problematiky je využito SWOT analýzy, provedena komparace mezi jednotlivými krajskými ředitelství policie i mezi složkami IZS při velení na místě mimořádné události. Je zde také uplatněno studium odborné literatury, legislativních norem, související s danou problematikou a sběrem informací. Získaná data jsou zpracována ve formě grafů. Výsledkem práce jsou navrhovaná opatření na zlepšení funkčnosti tohoto řídícího prvku v systému odezvy na MU.

Abstract The submitted thesis deals with the new control element in the system of response to the emergency event of one of the basic integrated rescue system components - the Police of the Czech Republic in the capital of Prague. It collects, analyzes, and presents the necessary activities of the commanders and their mutual cooperation and synergy. The introductory chapters contain an analysis and consideration of the necessity of forming an integrated rescue system and the activities of the basic components at the site of an emergency event. The next part of the presented thesis describes an emergency event, which had a major impact on the creation of a new police control element in the capital city of Prague during emergency events. During the processing of the issue, a SWOT analysis is used and comparisons among the individual regional police headquarters and among the IRS units during the command at the place of an emergency event are performed. The thesis also uses research of professional literature and legislative norms, related to the given issue and information gathering. The data obtained is processed in the form of graphs. The result of the thesis is the measures proposed to improve the functionality of this control element in the system of response to the emergency event.
