Bezpečnostní opatření na fotbalových stadionech v Praze

Abstract

Diplomová práce Bezpečnostní opatření na fotbalových stadionech v Praze se zabývá analýzou fungování soukromých pořadatelských služeb fotbalových klubů ve spolupráci s Policií České republiky a dalšími složkami Integrovaného záchranného systému. Dále se věnuje otázce zajišťování bezpečnosti osob, ochrany jejich života, zdraví a majetku při konání fotbalových utkání na prvoligových stadionech v Praze a následkům projevů násilí v souvislosti s pořádáním sportovních akcí. Z praktického hlediska diplomová práce popisuje dílčí úkoly zainteresovaných složek, které se podílejí na bezpečnostních opatřeních, a následně blíže uvádí jejich povinnosti, odpovědnost, pravomoci a kompetence. Pro zpracování práce je využíváno studium odborné literatury a legislativních norem souvisejících s bezpečnostním opatřením. Na základě sběru informací z periodik a dostupných internetových a intranetových stránek Ministerstva vnitra České republiky jsou získané poznatky zanalyzovány a s využitím metody popisu dále zpracovány. Výsledkem práce je komparace zajišťování bezpečnostních opatření na jednotlivých prvoligových stadionech v Praze se zaměřením na fotbalové stadiony GeneraliArena, Ďolíček, Eden Aréna a stadion Na Julisce. Pomocí SWOT analýzy jsou charakterizovány silné a slabé stránky prováděných opatření. V závěru jsou na základě zjištěných slabin bezpečnostních opatření navržena doporučení pro eliminaci těchto nedostatků.

The diploma thesis Security Measures Taken in Football Stadiums in Prague deals with analysis of work of private security services of football clubs in coordination with the Police of the Czech Republic and other departments of the Integrated Rescue System. Furthermore, it deals with problems of securing people, protecting their lives, health and property during football matches in the Premiere League stadiums in Prague as well as the consequences of violent behaviour connected with sport events. From the practical point of view, the thesis describes individual tasks of involved departments which participate in security measures ; more detailed outlook of their duties, responsibilities, authority and competence follows. The thesis is based on special literature study as well as on study of legislative norms connected with security measures. By means of information collection from periodical literature as well as available internet and intranet websites of the Ministry of the Interior of the Czech Republic, the obtained information is analysed and using method of description, processed further. The result of the thesis is a comparison of security measures guarantee in individual football stadiums in Prague aimed especially at stadiums Generali Arena, Ďolíček, Eden Arena and Na Julisce Stadium. Using the SWOT analysis, strengths and weaknesses of these measures are characterised. In the conclusion, some recommendations for elimination of faults connected with revealed weaknesses of security measures are suggested.
