Analýza schopností 15. ženijního pluku při posilování složek IZS v rámci řešení mimořádných událostí

Abstract

Obsahem diplomové práce je analýza schopností 15. ženijního pluku sil a prostředků při posilování složek IZS. Aktuálnost tématu vychází ze současné podoby uspořádání sil a prostředků vyčleňovaných ve prospěch integrovaného záchranného systému k provádění záchranných, likvidačních a obnovovacích prací. Teoretická část definuje integrovaný záchranný systém, možnosti použití Armády České republiky, zásady vyžadování a nasazování jejich sil a prostředků. Dále se zabývá promítnutím reformy realizované v letech 2003- 008 a následným vývojem útvarů předurčených ve prospěch integrovaného záchranného systému. Na teoretickou část navazuje výzkumná část. Cílem diplomové práce je přinést ucelený náhled na problematiku předurčenosti sil a prostředků Armády České republiky, a možnosti jejich využití. Výzkum je vytvořený na základě vedení rozhovorů a získávání relevantních dat ze SWOT analýzy. V diskuzi je provedena komparace námi zjištěných výsledků s výsledky jiných autorů. V závěru jsou shrnuty výsledky a cíle práce.

The content of this thesis is an analysis of the ability of the 15th Engineer Regiment. The topicality of the theme is based on the current form of the arrangement of forces and resources that are earmarked for the benefit of the integrated rescue system, to carry out rescue, disposal and recovery work. The theoretical part defines the Integrated Rescue System (IRS), the possibility of using the Armed Forces of the Czech Republic (ACR), the principle of requesting and deploying their forces. It also deals with projecting the reforms implemented in 2003-2008 and the subsequent development of the departments earmarked at the IRS´s disposal. The theoretical part is followed by an experimental part. The thesis aims to provide a comprehensive view on the issue of predestination of the ACR forces and means, and the possibilities for their use. The research has been conducted based on interviews and retrieving relevant data from a SWOT analysis. The discussion compares our findings with the results of other authors. The conclusion summarizes the results and project objectives.
