Současný stav jednotného systému varování a vyrozumění a možnosti jeho rozvoje

Abstract

Tato diplomová práce je zaměřena na jednotný systém varování a vyrozumění, který je provozován MV-GŘ HZS ČR. Je zde popsána historie vzniku tohoto systému, jeho legislativní zakotvení v právních předpisech ČR a popsán současný stav jak tento systém funguje a z čeho se skládá. Pomocí SWOT analýzy jsou v současném stavu systému popsány jeho silné a slabé stránky, příležitosti a hrozby. Na základě této analýzy je pojednáno o možném budoucím rozvoji tohoto systému. Porovnáním aktuálního stavu a množství finančních prostředků nutných pro modernizaci jednotlivých komponent je zvažováno, zdali je modernizace tohoto systému ještě vhodná, nebo zdali je lepší pořídit systém nový. V diskuzi k získaným výsledkům je nastíněn budoucí možný vývoj varování obyvatelstva v ČR. Vzhledem k širokým technickým možnostem dnešních technologií se jedná pouze o jednu z možných budoucností a reálné řešení bude záležet na rozhodnutí odborných orgánů a politických představitelů ČR.

This diploma thesis deals with the integrated warning and notification system which is run by the General Directorate of Fire and Rescue Services of the Czech Republic. It describes the history of origin of this system, its legislative background in the legal regulations of the Czech Republic and its current condition - how the system works and what it consists of. SWOT analysis was used to describe its strengths and weaknesses, opportunities and threats. Based on its analysis, a possible future development of this system is discussed. By evaluating the current conditions and comparing it to the amount of financial resources needed for the innovation of the individual constituents of the system, it is weight whether the system is worth innovating or it would be better to get a completely new system. A possible future development of warning the citizens of the Czech Republic is outlined in the part which discusses the acquired results. Considering the wide range of possibilities of contemporary technology, it is only one of the possible versions of future and the real solution will depend on the decision of the specialized institutions and the political figures of the Czech Republic.
