Tvorba a evidence záloh AČR

Abstract

Abstrakt Tématem diplomové práce je problematika tvorby a evidence záloh Armády České republiky. Práce zahrnuje historické souvislosti doplňování armády a formování institucí k evidenci civilního obyvatelstva i vojáků v záloze. Je zřejmé, že ve zkoumaném období prošel vývoj na našem území různými společenskými systémy a vystřídaly se zde mnohé státní útvary. Evidence bojeschopného obyvatelstva, i celkové počty obyvatel byly vedeny v různých podobách od populačních knih panství, kdy povětšinou důstojník cestoval po svém okrese a verboval muže způsobilé k vojenské službě, k institutu doplňovacích okresních velitelství a poté k vojenským správám. K nejvýznamnějším změnám došlo v období po vzniku stálé armády, po přijetí prvních moderních branných zákonů a posléze se nejrazantnějším obratem stala profesionalizace armády. V praktické části byl, s použitím analýzy SWOT, hodnocen současný stav a související legislativní podmínky k jejich zabezpečení. Dále byl, s využitím dotazníkového průzkumu, vyhodnocen vztah vybraného vzorku obyvatel České republiky k armádě a tím i ochota vstoupit do armády. Vyhodnoceny byly také názorové trendy na znovuzavedení povinné vojenské služby nebo na odhodlání bránit územní celistvost a demokratické hodnoty naší vlasti. Do průzkumu byli zahrnuti respondenti z různých skupin. Průzkum posloužil k porovnání názorů uvedených skupin a napomáhá k vytvoření uceleného náhledu na postoje v naší společnosti. Cílem práce bylo pokusit se navrhnout lepší řešení systému tvorby a evidence záloh (vojáků v záloze) s použitím analýzy SWOT a komparace výsledků dotazníkového průzkumu.

Abstract The topic of the diploma thesis is the issue of the formation and registration of the Army of the Czech Republic reserve. The work includes the historical context of the replenishment of the army and the formation of institutions for the registration of the civilian population and reservists. It is obvious, that during the reviewed period development in our country has passed through different social systems and many state structures have been replaced. The evidence of the eligible population, as well as the total population numbers, were conducted in various forms from the dominion population books, when the recruitment officer in general travelled along his district and he was recruiting men eligible for the military service, to the institute of augmentation district commands, and then to military administrations. The most significant changes occurred in the period of a permanent army establishment, after the adoption of the first modern recruitment laws, and finally the most dynamic turn became the professionalization of the army. Current status of reserves and related legislative conditions for their provision were assessed in the practical part. Furthermore, the relation of the Czech population sample to the army was assessed and thus the willingness to join the army by using questionnaire survey. Public opinion trends for the compulsory military service reintroduction or the courage to defend territorial integrity and democratic values of our homeland were also assessed. Respondents from different groups were included in the survey. Survey served for the comparison of particular groups opinions and helps to create a comprehensive overview of the public opinion of our society. The aim of this work was an attempt to design a better solution for the formation and registration system of reserves (reservists), using the SWOT analysis and comparison of the public opinion results.
