Individuální ochrana proti zbraním hromadného ničení

Abstract

Tato diplomová práce je zaměřena na individuální ochranu před účinky zbraní hromadného ničení v České republice. Autor zde popisuje jednotlivé prostředky individuální ochrany, které jsou připraveny ve skladech k výdeji pro vybrané skupiny obyvatelstva. Také jsou zde popsány přístupy veřejné správy k této problematice, zejména v oblasti legislativy, zajišťování jednotlivých prostředků individuální ochrany a vzdělávání civilního obyvatelstva v problematice ochrany proti účinkům zbraní hromadného ničení. V praktické části je popsán průzkum a jeho výsledky, který autor provedl. Cílem průzkumu bylo zjistit aktuální pohled široké veřejnosti na problematiku individuální ochrany v České republice. Dále byl průzkum zaměřen na úroveň znalostí této tématiky v různých věkových skupinách a praktických dovednostech české populace, zejména s ochrannými maskami. Vedle průzkumu je v praktické části práce uvedeno i porovnání materiálního zabezpečení, které by podle právních norem mělo být, a stavem, který je aktuálně připravený pro výdej určeným skupinám obyvatelstva. V provedeném porovnání jsou uvedeny počty chybějícího materiálu po jednotlivých druzích spolu s kalkulací nákladů, které by byly zapotřebí při pořízení chybějících prostředků individuální ochrany. Kromě materiálního zabezpečení je v práci uvedeno porovnání i v ostatních oblastech, které si veřejná správa vymezila ve spojitosti s individuální ochranou, ať už zákony nebo podzákonnými právními předpisy. Základní vědecké metody, které byly při tvorbě práce použity, jsou dotazníkové šetření a komparace. Pro zjištění, jak obyvatelstvo nahlíží na problematiku individuální ochrany před účinky zbraní hromadného ničení a ke zjištění a zhodnocení úrovně jeho vědomostí, byl použit dotazník. Metoda komparace byla využita při porovnání stavu, který deklaruje veřejná správa se stavem skutečným.

This Master's thesis is focused on the individual protection against impacts of weapons of mass destruction in the Czech Republic. Its author describes single means of the individual protection, which are prepared in warehouses for dispensing to selected groups of population. There are also described approaches of the public administration as for this matter, especially in the field of legislation, ensuring of single means of the individual protection and education of civil population as for the protection against impacts of weapons of mass destruction. In the practical part there is described the research, which was performed by the author, and its results. Objective of this research was to discover the current view of the general public on the matter of individual protection in the Czech Republic. Further, the research was focused on the level of knowledge of this matter in different age groups and practical abilities of the Czech population, especially with protective masks. Apart from the research there is also mentioned the comparison of material securing, which should be according to valid norms, and the status, which is currently prepared for the dispensing to defined groups of population in the practical part. After the performed comparison there are mentioned volumes of missing material divided into individual types together with the calculation of expenses, which would be necessary for the purchase of missing means of the individual protection. Apart from the material securing there is also mentioned the comparison of other aspects in the thesis, which the public administration defined in connection with the individual protection by laws or implementing acts. Basic scientific methods, which were used during the creation of this thesis, are questionnaire survey and comparison. The questionnaire was used to discover, what is the view of population as for the individual protection against effects of weapons of mass destruction and to discover and assess the level of knowledge. The method of comparison was used to compare the status, which is declared by the public administration, with the real status.
