Připravenost Policie České republiky na zásah u dopravní nehody s únikem nebezpečné chemické látky na území města Kladna a v jeho okolí

Abstract

Abstrakt: Diplomová práce na téma Připravenost Policie České republiky (dále jen ,,PČR") na zásah u dopravní nehody s únikem nebezpečné chemické látky na území města Kladna a v jeho okolí se zabývá problematikou plnění úkolů PČR ve vztahu k ochraně obyvatelstva a spolupráce složek integrovaného záchranného systému v případě nehody s únikem nebezpečné chemické látky. Cílem práce je poukázat na současnou připravenost policistů ČR na zásah u dopravní nehody s únikem nebezpečných chemických látek, ověření jejich znalostí v oblasti chemických látek a vlastního zásahu na místě nehody. Teoretická část se věnuje dopravním nehodám s únikem chemických látek v historii, vymezením činnosti základních složek integrovaného záchranného systému, činností policistů na místě dopravní nehody, charakteristikou vybraných nebezpečných chemických látek a stávající legislativou. V praktické části jsou nejprve na území města Kladna a v jeho okolí zmapovány a popsány místa, kde dochází ke skladování většího množství chemických látek a směsí a je zde potencionální riziko vzniku dopravní nehody s únikem nebezpečné látky v souvislosti s její přepravou. Prostřednictvím dostupných softwarových programů Aloha a TerEx je provedeno modelování nadefinované dopravní nehody s únikem chemické látky v obydlené části Kladna a výstupy z obou programů jsou vzájemně porovnány jak ve vztahu ke zjištěným informacím tak k možnému operativnímu využití některého z těchto nástrojů ze strany policistů ČR. V druhé části se práce zabývá ověřením teoretických znalostí a připraveností příslušníků PČR na zásah u dopravní nehody s únikem chemické látky formou dotazníku, jeho statistickým vyhodnocením formou tabulek a grafů a návrhem opatření pro případné zlepšení současného stavu.

Abstract: The thesis deals with the preparedness of the Czech Police Forces to deal with a traffic accident involving a release of a dangerous chemical in the area of the city of Kladno and its environs. The thesis examines the tasks carried out by the police to protect the inhabitants and the cooperation of the emergency services in the event of an accident involving a release of a dangerous chemical. The aim of the thesis is to analyze the current preparedness of the Czech Police to deal with a traffic accident involving a release of a dangerous chemical, to check the policemen's knowledge of dangerous chemicals and their ability to solve the problem on the spot. The theoretical part deals with tthe history of traffic accidents invloving a release of a dangerous chemical, the activities of the emergency services, the activity of the police on the spot, the characteristics of selected dangerous chemicals and the current legislation. The practical part maps the places in the area of Kladno where there is stored a larger amount of chemicals and where there is thus a greater risk of a traffic accident involving a release of a dangerous chemical when these chemicals are being transported. The thesis contains models of a traffic accident inolving a release of a dangerous chemical created with the use of the software programmes Aloha and TerEx, the results obtained from both programmes are compared and evaluated and the possibility to use these programmes by the Czech Police is examined. The latter half examines the theoretical knowledge and preparedness of the members of the Police Forces of the Czech Republic to deal with a traffic accident involving a release of a dangerous chemical; a questionnaire is used to gather the data which are statistically evaluated using charts and graphs, and there is a proposal of improvements.
