Využití sociálních sítí v ochraně obyvatelstva

Abstract

Obsahem diplomové práce je problematika využití sociálních sítí v systému ochrany obyvatelstva. Práce je zaměřena na současný systém ochrany obyvatelstva a možnosti jeho změny v návaznosti na aktuální potřeby a možnosti. V teoretické části je popsán současný systém ochrany obyvatelstva, vysvětleny základní pojmy a legislativa. Dále je zmíněn vývoj internetu a sociálních sítí, včetně popsání vybraných sociálních sítí, které jsou masově využívány. Empirická část je složena z informací získaných od široké a odborné veřejnosti, na základě nichž jsou vyhodnoceny stanovené hypotézy, navrhnuty možnosti řešení pro zapojení sociálních sítí do systému ochrany obyvatelstva. Současně jsou identifikována rizika související s problematikou. Pro lepší přehlednost výsledků jsou použity grafy a matice SWOT analýzy. V diskusi jsou uvedeny zahraniční zkušenosti s využíváním sociálních sítí. Závěrem jsou shrnuty výsledky, zjištěná pozitiva a negativa, přičemž je nabízena odpověď na otázku, zda sociální sítě zapojit do ochrany obyvatelstva či nikoliv.

The Diploma thesis deals with the use of social networks within the scope of population protection. The thesis is focused on the contemporary system of population protection and options of its modifications reflecting current needs and possibilities. The theoretical part describes contemporary system of population protection, it also explains fundamental notions and legislature. This part furthermore outlines development of internet and social networks, including description of selected, widely used social networks. The empirical part consists of information obtained from general and professional public on the basis of which the stated hypotheses are evaluated and possible solutions for the involvement of social networks in population protection are proposed. The thesis simultaneously identifies related risks. To better clarify the results, graphs and matrixes of SWOT analysis are used. The discussion includes foreign experience with social network employment. The conclusion contains summarized results and identified positives and negatives, whilst it offers an answer to the question whether to employ social networks in the population protection or not.
