Místo a role jednoduchých prostředků detekce chemických toxických látek v ochraně obyvatelstva

Abstract

Diplomová práce je zaměřena na studium některých otázek, které se týkají využití jednoduchých prostředků detekce chemických toxických látek v ochraně obyvatelstva. V teoretické části je uvedena základní legislativa týkající se dané problematiky, dělení nebezpečných chemických látek a faktory ovlivňující jejich šíření. Tato část obsahuje také přehled jednoduchých prostředků detekce využívaných AČR a HZS ČR, včetně jejich způsobu použití. V praktické části je pomocí dotazníkového šetření a modelování šíření nebezpečných látek (v modelovacím programu Aloha) provedeno zhodnocení současných způsobů detekce s využitím jednoduchých prostředků u HZS ČR. Pro zhodnocení současného stavu je dále využito literární rešerše, přímých rozhovorů s příslušníky HZS ČR a syntézy zjištěných poznatků. Výstupem jsou návrhy a doporučení ke zvýšení efektivity provádění detekce jednoduchými prostředky při zásahu.

The diploma thesis focuses on the study of various issues concerning the use of a simple means of detecting chemical toxic substances in order to protect the population. The theoretical part examines the basic legislation regarding the given issue, the division of dangerous chemical substances and the factors affecting dissemination. This part also contains an overview of the simple means of detection used by the Czech Armed Forces and the Czech Fire Brigade, including their methods of use. The practical part of the thesis is dedicated to the questionnaire and to the model situation of dissemination of dangerous substances (using the Aloha program) in order to evaluate the current detection methods using simple means by the Czech Fire Brigade. The evaluation of the current situation is based on literary research, direct interviews with members of the Czech Fire Brigade and on the synthesis of the findings. The outcome is the suggestion and recommendations to increase efficiency in detection by simple means of intervention.
