Součinnost složek integrovaného záchranného systému u dopravní nehody s únikem nebezpečné látky

Abstract

Diplomová práce se zabývá ,,Součinností složek integrovaného záchranného systému u dopravní nehody s únikem nebezpečné látky". Práce má stanovené dva cíle. Prvním je zmapovat existenci manuálů používaných k řešení dopravní nehody s únikem nebezpečné látky v České republice a zhodnotit, zda jsou dostačující. Druhým je posoudit, zda softwarové nástroje TerEx a Aloha jsou využitelné v praxi pro modelování úniku nebezpečné látky z mobilního prostředku a zda korespondují s manuály. K dosažení výsledku je použito několik metod, které zahrnují zejména literární rešerši, komparaci, SWOT analýzu, modelování nebezpečných látek a osobní rozhovory. Teoretická část se zabývá především národními a nadnárodními předpisy, klasifikací a označováním nebezpečných látek. Praktická část je zaměřena na SWOT analýzu, modelování úniku nebezpečných látek a popis činností IZS u dopravní nehody s únikem nebezpečné látky. V závěru práce jsou stanovené hypotézy vyhodnoceny.

The diploma thesis deals with the "Cooperation of the Integrated Rescue System Components in Traffic Accident with Spills of Hazardous Substances". The work has two goals. The first is to chart the existence of manuals used to solve a traffic accident with spills of hazardous substances in the Czech Republic and to assess whether they are sufficient. The second is to assess whether the software tools TerEx and Aloha are usable in practice for modeling spills of hazardous substances from the mobile device and whether they correspond to the manuals. Several methods are used to achieve the result, including literary research, comparison, SWOT analysis, modeling of hazardous substances and personal interviews. The theoretical part deals mainly with national and international regulations and the classification and labeling of hazardous substances. The practical part is focused on SWOT analysis, modeling of leakage of hazardous substances and description of IZS activities in traffic accident with spills of hazardous substances. Three established hypothesis are evaluated at the end of the work.
