Evakuace osob s omezenou schopností pohybu

Abstract

Obsahem diplomové práce je problematika zabývající se objektovou evakuací se zaměřením na zařízení sociální péče, ve kterém se trvale nachází osoby s omezenou schopností pohybu. V teoretické části diplomové práce je vysvětlena problematika evakuace jak z hlediska požární ochrany, tak z hlediska ochrany obyvatelstva. Jsou zde uvedeny základní pojmy týkající se této problematiky. Dále jsou analyzovány problémy, které souvisí se záchranou osob s omezenou schopností pohybu, s ovlivněním průběhu evakuace v závislosti na typu ohrožení a dobou potřebnou pro uskutečnění evakuace osob z ohroženého objektu. V praktické části diplomové práce je na základě zjištění v teoretické části analyzován současný stav zařízení sociální péče, ve kterém se nachází osoby s omezenou schopností pohybu. Na základě řízeného rozhovoru a monitoringu zařízení je posouzen stav připravenosti zařízení sociální péče na objektovou evakuaci. Připravenost a znalost zaměstnanců je posouzena na základě dotazníkového šetření. Ze zjištěných informací je vytvořena SWOT analýza. Rizika ohrožující objekt jsou vyobrazena pomocí softwarového nástroje RISKAN. Dále je v práci navržen postup zaměstnanců v případě vzniku mimořádné události. Získaná data jsou zhodnocena a vyjádřena ve formě grafů a tabulek. V diskusi je provedena komparace námi zjištěných výsledků s výsledky autorů, zabývajících se touto problematikou. V závěru jsme shrnuly výsledky a cíle práce.

Content of this thesis is the issue of dealing with an evacuation of an object, focusing on social care facilities in which persons with impaired mobility are permanently stationed. The theoretical part explains the issue of evacuation, both in terms of fire protection and the protection of population. There are basic concepts regarding this issue. Then it analyzes problems related to the rescue of persons with reduced mobility, with influencing the course of the evacuation depending on the nature of threat and the time needed to carry out the evacuation of people from the affected building. In the practical part of the thesis based on the findings of the theoretical part there is analysis of the current state of social welfare facilities, where there are people with impaired mobility are present. Based on controlled interview and monitoring equipment There is considered the state of preparedness of the social welfare facilities for the object evacuation. Based on the survey is there assessed preparedness and knowledge of employees. The collected information is the basic for creating SWOT analysis. Threats for the object are depicted using a software tool RISKAN. The study also suggests how workers should behave during the evacuation of the object. The obtained data are evaluated and expressed in the form of graphs and tables. The discussion is the comparison of our findings with the results of authors dealing with this issue. The conclusion summarizes the results and project objectives.
