Humanitární zdravotní program MVČR MEDEVAC, vývoj, stav, možnosti, zhodnocení dopadu

Abstract

Předmětem této diplomové práce je popis programu MEDEVAC. V teoretické části jsou popsány základní humanitární principy, které stály u zrodu mezinárodního humanitárního práva, které právně zajišťuje adekvátního poskytování humanitární pomoci. V práci je uveden popis systému mezinárodního humanitárního práva, včetně jeho pramenů a implementace do českého právního prostředí. Další kapitoly jsou věnované programu MEDEVAC, konkrétně jeho popisu, vývoji a historii, včetně uvedení jeho současné podoby. Další kapitola je věnovaná Lékařům bez hranic, kde je uvedena historie této organizace, hlavní myšlenka a základní principy. V praktické části této práce je uveden popis současného stavu všech zemí začleněných do programu MEDEVAC v roce 2015, u kterých je zpracován přehledný souhrn financí poskytnutých v tomto roce. Dále jsou uvedeny vyjádření přímých účastníků programu, včetně jejich náhledu na současnou podobu programu MEDEVAC. V závěru praktické části je hodnocena účinnost dvou vybraných pilířů programu, konkrétně humanitárních transportů do České republiky a výjezdů českých lékařů do zahraničí. Diskuze je zaměřena na vyhodnocení hypotézy a porovnání programu MEDEVAC s Lékaři bez hranic.

The subject of this thesis is a description of the MEDEVAC program. The theoretical part describes the basic humanitarian principles that provided the basis for adequate international humanitarian aid delivery. The thesis describes the system of international humanitarian law, including its sources and implementation into the Czech legal environment. Other chapters are dedicated to the MEDEVAC program, its description, development, history and current form. The next chapter is dedicated to Doctors Without Borders, where is presented its history, main idea and basic principles. Practical part describes the current situation of all countries involved to the MEDEVAC program in 2015. For these countries has been prepared a clear summary of the funds provided this year. The thesis mentions statements of direct program participants, including their view on the current situation of The MEDEVAC program. At the end of the practical part of thesis is evaluating an effectiveness of two selected pillars of the program (namely humanitarian transport to the Czech Republic and the outgoing Czech doctors abroad). The discussion focuses on the evaluation of the hypothesis and comparison of the MEDEVAC program with Doctors Without borders.
