Návrh obnovy mobilní požární techniky u jednotek SDH obcí v územním odboru Kladno

Abstract

Bakalářská práce se zabývá analýzou současného stavu, hodnocením a následným návrhem obnovy mobilní požární techniky u jednotek sborů dobrovolných hasičů obcí v územním odboru Kladno. V první části práce je charakterizován územní odbor Kladno z pohledu dislokovaných jednotek kategorie II a III, dále specifických rizik z oblasti prevence závažných havárií. V druhé části bakalářské je sumarizována současná nejčastěji vyskytující se mobilní požární technika u jednotek sboru dobrovolných hasičů obcí a to včetně roku výroby, krátkého popisu a takticko-technických dat. Třetí část měla za cíl stanovit návrh nové mobilní požární techniky, která odpovídá platným legislativním předpisům a technickým podmínkám. Na základě těchto kritérií byly navrhnuty tři typy automobilů a to tzv. prvovýjezdové cisterny, velkokapacitní cisterny a dopravní automobily. Po získání nabídek od tuzemských a zahraničních dodavatelů byla nová mobilní požární technika představena a to včetně takticko-technických dat a popisu. Ve čtvrté části jsou shromážděny potřebné údaje k provedení multikriteriální analýzy, z jejíchž výsledků vzejde nejvhodnější technika. V oblasti metodiky jsou popsány způsoby získání potřebných dat a informací. Následně v kapitole výsledky byla zpracována statistika zásahů za poslední tři roky, která zároveň porovnává četnost přítomnosti dobrovolných a profesionálních jednotek v územním odboru Kladno. Ve vztahu k současnému počtu a stáří mobilní požární techniky jsou zjištěné informace graficky znázorněny. Na závěr jsou zmapovány možnosti a podmínky získání finančních prostředků pro obnovu mobilní požární techniky u jednotek sboru dobrovolných hasičů obcí kategorie II a III na území České republiky. V poslední části bakalářské práce jsou shrnuty výsledky a důvody, proč je nutné provádět obnovu mobilní požární techniky u jednotek sboru dobrovolných hasičů obcí.

This bachelor thesis devotes to the analysis of the current situation within the Volunteer Fire Fighters in the Municipal Department in Kladno. There is also theevaluation and the further proposal for the refurbishment of the fire equipment. In the first part of this thesis, the Municipal Department in Kladno is described by the displaced units of the firefighters of II. and III. category and according to the potential risks taken from the prevention of serious accidents. In the second part of this work, there is a list of the most common fire vehicles and apparatus that is used among the Units of Volunteer Fire Fighters including the years of the production and a brief technical description. Then, the proposal of the new fire vehicles is set that complies the technical regulations and legal norms of this area. On the base of such criteria, three types of vehicles were offered: a tanker truck, a heavy rescue vehicle and a fire engine. The offers from the national and international suppliers were taken into account and new fire vehicles were introduced and described in detail. In the end of this chapter, the conditions upon to gain the finance for the refurbishment of the fire vehicles among the Volunteer Fire Fighters of II. and III. category are added. In the methodology part, the possibilities of the collecting of the data and information are described. The following chapter contains the outcomes of the statistics for the last three years, including the frequency of the intervention of the Volunteer Fire Fighters and Rescue Fire Units in the Municipal Department in Kladno. The data are supported by the graphs related to the current number and the age of the fire vehicles. The multi-criteria analysis was used for the collection of the data and sorting it out. Taking the results into consideration, the most useful technique was chosen to refurbish the engines. In the very final part, the results and the reasons for the regular refurbishment of the fire vehicles are defined.
