Řešení povodňové situace města Pečky

Abstract

Obsahem této bakalářské práce je problematika povodní, které představují pro Českou republiku jednu z největších hrozeb ohrožení přírodní katastrofou. Práce je zaměřena na analýzu povodní na toku Výrovky a soustřeďuje se zejména na oblast města Pečky a blízkého okolí. V teoretické části bakalářské práce jsou vysvětleny základní pojmy a definována příslušná legislativa a dokumenty, které se k problematice povodní vztahují. Další část této práce se zabývá shrnutím informací o řešené lokalitě a o toku Výrovky, které jsou důležité pro analýzu průběhu povodně a pro zhodnocení stávajících a návrh nových opatření k zabránění povodní nebo zmírnění jejich následků. V praktické části jsou vymezeny cíle a hypotézy, je zde analyzován průběh povodní v červnu 2013, v lokalitě města Pečky a blízkého okolí a činnost Jednotky sboru dobrovolných hasičů města Pečky. Jsou zde shrnuty dosavadní a probíhající opatření, provedená po povodni v červnu 2013, směřující ke zmírnění následků a zabránění dalších povodní. Dále jsou navrženy další opatření, která by v budoucnu mohla vést k zabránění povodně ve městě Pečky. V závěru této bakalářské práce jsou shrnuty všechny získané poznatky a opatření, vedoucí ke zmírnění následků povodní nebo jejich zabránění v budoucnu.

This Bachelor Thesis deals with an issue of floods, which represent a big natural disaster threat for the Czech Republic. The thesis focuses on an analysis of floods on the Výrovka River and especially concentrates on the area of the town of Pečky and its neighbourhood. The theoretical part of the Bachelor Thesis explains the basic terms and defines applicable legislation and documents related to the issue of floods. The next part of the thesis summarizes information on the Výrovka River and the geographical area that the thesis focuses on, which is important for an analysis of the flood course and assessment of existing measures and proposal of new measures preventing floods or alleviating their consequences. The practical part specifies the aims and hypotheses and analyses the course of floods of June 2013 in the area of the town of Pečky and its neighbourhood as well as the activity of the Volunteer Fire Brigade of the town of Pečky. It also summarizes all previous and current measures taken after the flood in June 2013 the aim of which was to alleviate the flood consequences and prevent other floods. In addition, this part includes proposal of other measures that may prevent floods in the town of Pečky in the future. The conclusion of this Bachelor Thesis summarizes all findings and measures acquired leading to alleviation of the flood consequences or prevention of floods in the future.
