Analýza podmínek a rizik pro přepravu bezpečného a nebezpečného zboží v námořní dopravě

Abstract

Abstrakt Hlavním cílem práce je analýza přepravy bezpečného a nebezpečného zboží po moři. Námořní přeprava v dnešní době tvoří nedílnou součást celosvětového obchodu. Díky lodím můžeme přepravit velké množství zboží za příznivé ceny (vzhledem ke komoditě). Práce také poukazuje na problematiku při objednávkách přeprav a na rozdíly při knihování zásilek u rejdařů / konsolidátorů. Dalším bodem práce bylo také nastínit problematiku balení nebezpečného zboží. V praktické části jsem se zaměřila především na analýzu přepravy bezpečného a nebezpečného zboží pomocí SWOT analýzy. Aby mohly být splněny cíle práce, je v teoretické části stručně popsán výběr správného druhu obalu pro přepravu nebezpečného zboží, typy přepravních jednotek, identifikace nebezpečných látek. Analýza je realizována stanovením a následným potvrzením dvou hypotéz. 1. Přeprava bezpečného zboží má svá rizika, ale jsou snížena na nejnižší možnou úroveň tak, že pro speditéra tato přeprava nepředstavuje žádné velké riziko. Kolegové v práci jsou zastupitelní. Největším rizikem je krach rejdaře. 2. Přeprava nebezpečného zboží je vždy rizikovější. Ať již z hlediska zajištění zcela přesného popisu zboží, tak z hlediska odbornosti jedince u těchto přeprav. Největším rizikem je nebezpečí výbuchu či jiná situace spojená s únikem nebezpečné látky a poškození obalu. Hypotézy jsou potvrzeny na základě analýz jednotlivých druhů přeprav v praxi. S využitím všech znalostí a poznatků z daného oboru je realizována SWOT analýza pro komplexní posouzení zkoumané oblasti. Závěry vycházející z hypotéz a provedených analýz naznačují, že přeprava nebezpečného zboží je pro spedici značně riziková, pokud se nejedná o spedici, která se na přepravu tohoto druhu zboží přímo specializuje. I přesto se však tyto přepravy staly nedílnou součástí námořní dopravy.

Abstract The primary objective of this thesis is to analyze the maritime transport of hazardous and non-hazardous goods. At present, maritime transport constitutes an integral part of global trading, as it allows transporting large quantities of goods at a favorable cost (in relation to the commodity). The thesis also examines issues relating to orders for maritime transport services and differences in the booking of shipments by shipowners. Another objective of the thesis is to analyze issues relating to the packaging of hazardous goods. The practical section mainly examines the carriage of hazardous and non-hazardous goods using a SWOT analysis. To meet the objectives of the thesis, the theoretical section contains a brief description of the selection of suitable types of packaging for the transport of hazardous goods, the types of shipping units, and the identification of hazardous substances. The analysis consists of the formulation and subsequent confirmation of two hypotheses. 1. The transport of non-hazardous goods entails certain risks, but they are reduced to the lowest possible degree to ensure that transport of such goods exposes carriers to neglible risks. Workers are substitutable. The shipowner's bankruptcy represents the highest risk. 2. The carriage of hazardous goods always entails a higher degree of risk. Such risks concern securing entirely accurate description of goods and ensuring the competences of workers in charge of transporting hazardous goods. The highest risk is the risk of explosion and other emergencies caused by leaks of hazardous substances and damage to packaging. The hypotheses proposed in the theses were confirmed based on analyses of practical situations relating to individual types of maritime transport. A SWOT analysis was conducted using all knowledge and data relating to the given field for the purpose of carrying out a comprehensive assessment of the examined issues. Conclusions drawn from the proposed hypotheses and performed analyses indicate that the carriage of hazardous goods entails a high degree of risk for carriers, unless carriers specialize in the carriage of hazardous goods. Despite the issues involved, the carriage of hazardous goods constitutes an integral part of maritime transport.
