Využití Disaster Victim Identification týmů při identifikaci obětí po útoku aktivního střelce

Abstract

Moje práce se zaměřuje na využití DVI týmů po útoku aktivním střelcem. V teoretické části popisujeme identifikační metody, historii a vznik DVI týmů v České republice, USA a Norsku. Dále se zaměřujeme na strukturu týmů a popis jejich činností a určíme rozdíly mezi naším DVI týmem a týmem v USA a Norsku. Představíme legislativní dokumenty a metodiku týkající se DVI týmů v České republice. V práci najdeme ucelený pohled na problematiku aktivního střelce, jeho charakteristiku či osobnost útočníka, a shrneme si dosavadní statistické poznatky o tomto fenoménu. V části praktické jsme vymezili cíle a hypotézy, popsali metody, které ke splnění cílů využijeme. Následně jsme se zaměřili na jednotlivé případy aktivních střelců. Popsali jsme, kdo aktivní střelec byl a co ho vedlo k jeho činům. Popsali jsme, jak probíhala identifikace obětí, pomocí jakých sil a prostředků byla stanovena identita obětí. Informace jsme zanesli pro větší přehlednost do časových os. Vymysleli jsme objektivní metodu na vyhodnocení efektivnosti identifikace obětí, kterou jsme následně využili k porovnání vybraných případů. Následně jsme provedli SWOT analýzu a komparaci identifikací obětí. Výsledná data jsme zpracovali do přehledných tabulek. Informace jsme v závěru využili k potvrzení či vyvrácení hypotéz. V diskuzi budeme subjektivně vyhodnocovat SWOT analýzu identifikace obětí ve vybraných případech. Závěrem jsou shrnuty všechny výsledky a cíle práce.

My work focuses on using DVI teams after the attack of an active shooter. In the theoretical part we describe identification methods, history and the birth of DVI teams in the Czech Republic, the USA and Norway. We also focus on the structure of teams and the description of their activities. We are also going to determine the differences between our DVI team and the teams in the USA and Norway. We are going to present legislative documents and methodology concerning DVI teams in the Czech Republic. We are going to find an integral point of view of the problemacy of an active shooter, their characteristic and the attacker´s personality. In the the end we are going to summarize the existing statistic knowledge about this phenomenom. In the practical part we have qualified aims and hypotheses and described methods which we are going to use to fulfil our aims. We have subsequently focused on particular cases of active shooters. We have described who the active shooter was and what led them to their acts. We have described how the identification of victims went on with the help of what power and means the identity of victims was determined. We have recorded the information into time schedule for better clearness. We have thought up an objective method to the assessment of the effective identification of victims which we have subsequently used to compare selected cases. Subsequently we have used SWOT analysis and comparison of victim identification. In the end we have processed the final data into synoptic tables. In the conclusion we have used the information to either confirm or disconfirm these hyptheses. On the basis of the established data we can say that DVI teams are not primarily used for identifying victims after being atttacked by an active shooter. In the discussion we subjectively judge SWOT analysis of victim identification in selected cases. In conclusion there are summarized all findings and aims of this work.
