Útoky osamělých vlků na měkké cíle na území států Evropy

Abstract

Tato práce se zabývá problematikou teroristických útoků takzvaných osamělých vlků na území vybraných států Evropy od roku 2010 do roku 2016. Jedná se o problematiku, která v tomto období velkou měrou zmítala evropským regionem a Evropa, která je jinak od konce druhé světové války velmi klidným a bezpečným místem se najednou stala místem plného strachu a xenofobie. V úvodu teoretické části je popsána situace Evropské unie a evropského regionu ve vybraném období, a to zejména z pohledu hlavních globálních i regionálních hrozeb, bezpečnosti a budoucnosti našeho kontinentu. Dále jsou definovány nezbytné základní pojmy, které se týkají terorismu, terorismu osamělých vlků a měkkých cílů. Teoretická část také popisuje vznik samotného slova terorismus a nabízí stručný pohled do historie samotného terorismu od jeho prvních podob. Cílem praktické části je potvrdit nebo vyvrátit cíle popsané v úvodu této části práce. Tato část je zaměřena na analýzu vybraných uskutečněných útoků osamělých vlků na území Evropského kontinentu. Důležitou částí je vzájemná komparace dvou proběhlých útoků osamělých vlků, které představují staronovou hrozbu tzv. car-ram útoku a které v rámci roku 2016 patřily mezi nejničivější a mediálně nejsledovanější teroristické útoky. Další významnou částí je závěr praktické části, kde jsou navržena konkrétní řešení, jak lze zvýšit zabezpečení měkkých cílů, které faktory ovlivňují jejich zranitelnost a jak je důležité vzdělávání obyvatelstva v rámci prevence a zmírňování dopadů teroristických útoků. Tato práce nabízí ucelený přehled o naší největší bezpečnostní hrozbě současné doby, konkrétně o terorismu osamělých vlků. Vzhledem k tomu, jak velký vliv má na podobu současného terorismu globalizace, internet a šíření desinformací je vysoce pravděpodobné, že teroristické organizace budou stále více upřednostňovat útoky osamělých vlků v rámci jejich asymetrické války vůči našim hodnotám, svobodám a pocitu bezpečí.

This bachelor thesis deals with the problematic of terrorist attacks of the so-called lone wolves within the borders of selected European countries between the years 2010 and 2016. Europe has been, more or less, a safe, peaceful region since the end of the Second World War, terrorist attacks in the years following 2010 have drawn a great deal of attention amongst Europeans and others. Very quickly, Europe became a place full of fear and xenophobia. The situation in the European Union and the European region as a whole is introduced in the preface. Major global and local threats are described as well as safety and the possible future of our continent. Furthermore, necessary keywords tied with the problematic of terrorism, terrorism of lone wolves and soft targets are defined. The theoretical part also describes the origin of the word terrorism and offers an insight into the history of terrorism, its first forms and shapes. The aim of the practical part is to confirm or disprove goals which are covered at its beginning. This part is focused on the analysis of selected instances of the lone wolf attacks in European states. A key component is the comparison of two terrorist attacks carried out by lone wolves. These attacks also represent a renewed type of attack, the car ram attack, which had been on a rise in 2016. Another significant part is the conclusion, where specific solutions on how to increase security levels of soft targets and which factors are influencing the vulnerability of soft targets are stated, it also brings up a question of the importance of educating the population about these attacks in an effort to minimalize their impact or to prevent them altogether. This thesis offers a comprehensive overview of our current biggest safety threat - lone wolf terrorism. Globalization, internet, the spreading of disinformation are all big aspects, influencing contemporary forms of terrorist attacks. Terrorist organizations are highly aware of the current situation and that is the reason why they will most likely be inclined to radicalizing potential lone wolves in this asymmetric war against our values, freedoms and safety, rather than using previous forms of terrorism.
