Analýza situace v českém stavebnictví

Abstract

Tématem této práce je analýza situace v českém stavebnictví. Nejprve jsou zanalyzovány vstupy do stavebnictví z hlediska možností investic, jejich shrnutí hlavních oblastí, vyvození důsledků a potřeby nezbytné nutnosti dlouhodobých koncepcí a stabilních vizí. To vše potřebuje finanční podporu, a tak je v této práci podroben analýze také státní rozpočet, k vytvoření obrazu struktury příjmů a výdajů, funkcí a potřebám jeho kvalitního plánu hospodaření. Je zde rozebráno i stavebnictví jako takové, jeho přínosy a statistické rozbory k zjištění příčin problému v tomto sektoru a k predikování dalšího vývoje. Stavebnictví je ovlivňováno především legislativou a je zde shrnuto několik nových současných změn a koncepčních návrhů. Kapitola o fondech Evropské unie, jakožto významného garanta investic, nabízí výčet hlavních fondů a představení operačních programů České republiky, jejich alokaci a stav čerpání. V další kapitole jsou shrnuty současné problémy českého stavebnictví, na základě odborných názorů profesionálů ve stavebnictví a také z poznatků předchozích podpůrných kapitol. Především z této a ostatních kapitol jsou sestaveny modely českého stavebnictví, které vedou ke komplexnímu řešení současných hlavních problémů, jehož myšlenka spočívá ve vytvoření jednotného místa s jednotným systémem řízení, nového "Ministerstva investic a výstavby", tato myšlenka je předmětem poslední stěžejní kapitoly, pojednávající o tomto návrhu.

The main topic of this thesis is the analysis of actual situation in the Czech building industry. First of all, the inputs of possible investments in this particular industry have been analysed, followed by a summary of the main investment regions, defining the consequences and stating the urge of long-term, stable concepts and visions. This generates a certain need of financial support and therefore this thesis deals with the structure of the revenues and expenditures of Czech state budget, its functions and requirements for economy planning. It also contains the overview of building environment itself, its benefits, statistic research of causes of varied issues and prediction of further development. Building environment is being primarily influenced by legislation and some of the new changes and conceptual proposals are mentioned in this work. The chapter concerning funds by European Union which is considered to be an important sponsor of investments, offers an overview of main funds, operational programmes in the Czech Republic, their allocation and drawdown status. Next parts describes contemporary issues of the Czech building industry based on professional opinions of practitioners and previous supportive chapters. Especially this and other chapters result into compilation of models of the Czech building environment that lead to complex solution of main current problems. The idea of this solution lies in a creation of a place with a single management system called "Ministry of Investments and Construction". The last and the most important chapter of this thesis contains the general description of this idea.
