Návaznost nemocniční neodkladné péče na přednemocniční péči při mimořádných událostech

Abstract

Práce shrnuje aktuální legislativní podmínky pro vytváření traumatologických plánů jak pro nemocniční zařízení, tak pro zdravotnické záchranné služby, tak i pro jejich vzájemnou spolupráci při mimořádných událostech. Tato práce se zabývá traumatologickými plány, taktickými nácviky a úpravou podmínek pro vzájemnou spolupráci mezi Oblastní nemocnicí Kladno a Zdravotnickou záchrannou službou Středočeského kraje. Cílem práce je zhodnotit úroveň připravenosti obou organizací na mimořádné události, a zjistit úroveň vzájemné spolupráce a navrhnout vhodná opatření k zefektivnění této spolupráce. Teoretická část práce shrnuje platnou legislativu a základní pojmy vztahující se k dané problematice a popisuje zdravotnický záchranný řetězec a úkoly jednotlivých složek při mimořádné události. Podrobněji se věnuje traumatologickému plánu, jeho sounáležitostem a významu v krizové připravenosti. Praktická část obsahuje popis jednotlivých hodnotících metod, stručně nastiňuje traumatologické plány obou zdravotnických zařízení s ohledem na jejich odlišnosti plynoucích z rozdílných činností při mimořádných událostech a taktická cvičení obou organizací. Na základě výše uvedeného práce v závěru navrhuje vhodná opatření ke zlepšení vzájemné spolupráce a připravenosti na mimořádné události.

The thesis summarizes current legislative conditions for creating of traumatological plans both the hospitals, and rescue services, and their mutual cooperation in case of emergency. This thesis is concerned with traumatological plans, tactical trainings and adapting of conditions to mutual cooperation between The District hospital Kladno and The Emergency Medical Rescue Service of Central Bohemian Region. Tendency of this thesis is to analyze the level of preparedness to emergency cases of both organizations, and to make out the level of mutual cooperation and to suggest appropriate measures to streamline this cooperation. The theoretical part of thesis summarizes the legislation in force and the basic concepts related to this issue, and describes the medical rescue network and tasks of its particular units in case of emergency. It attends in more details to traumatological plan, its belongings and importance in crisis management. The practical part contains the description of particular evaluation methods, shortly outlines the traumatological plans of both medical organizations with reference to its differences resulting from dissimilar activities in case of emergency, and the tactical trainings of both organizations. Based on the above, there the thesis suggests appropriate measures to enhance mutual cooperation and preparedness to cases of emergency in its end.
