Připravenost zdravotnického operačního střediska na plošný výpadek elektrické energie

Abstract

Bakalářská práce řeší připravenost a akceschopnost operačního střediska zdravotnické záchranné služby na plošný výpadek elektrické energie velkého rozsahu ?tzv. blackout. Teoretická část práce se vnezbytně nutném rozsahu zabývá oblastí elektroenergetiky, pojmy elektrická energie, elektrizační soustava, blackout a kritická infrastruktura. Elektrická energie je důležitou a nezastupitelnou komoditou, bez níž naše společnost neumí fungovat. Vývoj ukazuje, že od roku 1950 dochází kstrmému nárůstu spotřeby elektrické energie u nás. Její vyřazeníz provozuby mělo velmi závažný dopad na funkci a bezpečnost jak České republiky, tak i okolních států. To je důvod, proč je energetika zahrnuta do kritické infrastruktury České republiky i do evropské kritické infrastruktury. Na základě prostudovaných materiálů byla vytvořena rešerše, ze které vyplývají možné dopady na společnost, které by měly vliv na zdraví a životy lidí. Vteoretické části jsou uvedeny konkrétní příklady největších světových blackoutů, jejich příčin a délek trvání. Dalším důležitým prvkem kritické infrastruktury, kterým se zabýváme, je operační středisko zdravotnické záchranné služby. Vteoretické části zmiňujeme Zdravotnickou záchrannou službu jako základní složku IZS, její operační středisko jako prvek kritické infrastrukt ury, jehož provoz nesmí být přerušen, ani vpřípadě blackoutu. Hlavním cílem bakalářské práce bylo zjistit, zda operační střediska zdravotnických záchranných služeb, jednotlivých krajů jsou na hrozbu plošného výpadku elektrické energie připravena a jsou sc hopna plně fungovat, protože jsou technickými pracovišti závislými na dodávkách elektrické energie. Prostřednictvím dotazníku jsme zanalyzovalitechnickou a personální připravenost jednotlivých operačních středisek. Zvýsledků vyplývá, že operační střediska i operátoři připraveni jsou, nicméně vyvstaly další otázky, kterými bychom se měli zabývat a to je připravenost telefonních operátorů na plošný výpadek elektrické energie.

The theoretical part of the work deals to a necessary extent with the area of electrical power engineering, the concepts of electrical energy, the electricity system, blackout and critical infrastructure. Electric power is an important and irreplaceable commodity, without which our society cannot function. Developments since 1950 have shown a sharp rise in electricity consumption. Its decommissioning would have a very serious impact on the function and safety of both the Czech Republic and surrounding States. This is the reason why the energy is included both in the critical infrastructure of the Czech Republic and the European critical infrastructure. Based on the studied materials research was created which shows possible impacts on society that can affect people's health and lives.In the theoretical part we give specific examples of the world's largest blackouts, their causes and their duration. Another important element of the critical infrastructure dealt with is a medical rescue service operating centre. In thetheoretical part we refer to Health emergency service as an essential component of the IRS, its operating centre as an element of the critical infrastructure, operation of which must not be interrupted, even in the case of blackout. The main objective of the Bachelor thesis was to find out whether the medical rescue service operating centres of the individual regions are ready for the threat of area power outage and whether they are able to fully operate, as they are workplaces dependent on the electrical energy supply. Through the questionnaire, we analysed the technical and personnel readiness of the individual operation centres. The results indicate that the operation centres and operators are ready, However, more questions, which we should deal with, ar e raised including the readiness of the telephone operators for area electric power outage.
