Terorismus a jeho hrozba pro civilní letectví

Abstract

Tématem bakalářské práce je terorismus a jeho hrozba pro civilní letectví. V úvodní kapitole se práce zaměřuje na problematiku terorismu v obecné rovině. Obsahem druhé kapitoly je téma terorismu v letecké dopravě včetně výčtu teroristických činů v oblasti civilního letectví. Podkapitola se soustředí na právní předpisy ochrany civilního letectví na úrovni národní, mezinárodní a evropské. Třetí kapitola se zabývá preventivními bezpečnostními opatřeními v letecké dopr avě a legislativou na úrovni jednotlivých letišť. Ve čtvrté (analytické) kapitole je představena komparace tří vybraných mediálně známých teroristických útoků, jež znamenaly jistý zlom vbezpečnosti civilního letectví. Srovnání se nejprve zaměřuje na pozadí činu a motivaci pachatelů ke spáchání teroristického činu. Předmětem další komparace je průběh a provedení útoku. Hlavní pozornost je soustředěna na srovnání příčin selhání bezpečnostních opatření v souvislosti steroristickým útokem a zejména na bezpečnostní opatření, která byla do civilní letecké dopravy následně zavedena. Zmiňovaná inovativní bezpečnostní opatření jsou vnásledující části práce podrobně rozebrána. Výstupem práce je na základě studie a poznatků zpracování SWOT analýzy bezpečnosti civilního letectví, zodpovězení předem stanovených hypotéz a prezentace syntézy preventivních ochranných bezpečnostních opatření u vybrané letecké společnosti.

The topic of the bachelor's thesis is terrorism as a threat for civil aviation. The first chapter introduces the issue of terrorism in general. In the second chapter, the thesis studies the theme of terrorism in air transport, providing also an enumeration of terrorist acts in thefield of civil aviation. A subchapter focuses on legislation regulating civil aviation protection on the national, international and European levels. The third chapter discusses preventive safety measures in air transport and legislation from the perspective of individual airports. The fourth (analytic) chapter offers a comparison of three selected medially known terrorist attacks, which have brought about a signif icant turn in the field of civil aviation safety. The comparison starts with characteristic features of the background of the act and themotivation of the offenders for committing a terrorist act. The next comparison analyses the course and performance of the attack. The main attention is paid to a comparison of thecauses of the failure of safety measures in relation to the terrorist attack, and in particular to the safety measures which have subsequently been introduced in the civil aviation transport. T he said innovative safety measures are analyzed in detail in the subsequent part of the thesis. The outcome of the thesis is, based on the study and knowledge, a SWOT analysis of civil aviation safety, answering the hypotheses made beforehand, and a presen tation of asynthesis of preventive protective safety measures in a selected aviation company.
