Požadavky na zajištění ochrany utajovaných informací v podmínkách nevojenských krizových situací

Abstract

Předmětem bakalářské práce je posouzení požadavků na zajištění ochrany utajovaných informací u orgánů státní správy (a samosprávy) v podmínkách nevojenských krizových situací, s důrazem na samotný systém krizového řízení. Teoretická část se věnuje zejména stávajícím právním úpravám a souvisejícím požadavkům. Praktická část je zaměřena na podmínky nakládání a zabezpečení utajovaných informací u orgánů státní správy (a samosprávy) za krizových situací a v procesu krizového řízení, a na návrh praktických opatření, souvisejících s případným nakládáním s utajovanými informacemi. Cílem této bakalářské práce je především zjistit zda je současná praxe v zajištění ochrany utajovaných informací dostatečně efektivní. Rozsah praktické části je určitým způsobem omezen počtem spolupracujících respondentů. Závěrem je vše shrnuto, v přílohách jsou uvedeny relevantní dokumenty, zejména odpovědi respondentů.

The subject of this Bachelor's Thesis is assessment of the requirements for ensuring of the protection ofconfidential information at the state administration bodies (and self-government bodies) under the conditions of non-military crisis situations, putting an emphasis on the crisis management system itself. The theoretical part deals especially with the current legislation and related requirements. The practical part focuses on the conditions for handling and securing of confidential information at state administration bodies (and self-government bodies) in crisis situations and during the crisis management process and on a proposal of practical measures related to possible handling of confidential information. The aim of this Bachelor's Thesis is especially to find out whether the current practices concerning ensuring of the protection of confidential information are efficient enough. The scope of the practical part is limited by the number of cooperating respondents in a certain manner. The conclusion of the Bachelor's Thesis includes a summary of the information and findings, and relevant documents, particularly the respondents? answers, are enclosed.
