Kybernetická bezpečnost a dopady zákona o kybernetické bezpečnosti na složky IZS

Abstract

V současné době, kdy čím dál tím více dochází ke globalizaci společnosti, jsme všichni stále více ovlivňováni internetem. Význam a možnosti využívání informačních a komunikačních technologií v našem každodenním životě rostou. Když se podíváme kolem sebe, velká většina mladé lidské populace žije v internetovém světě. Informační bezpečnost organizací s významným informačním systémem a organizací v budoucnu zařazených do kritické infrastruktury a informační bezpečnost běžných organizací vy- žaduje, aby nedocházelo ke ztrátě důležitých údajů a dat, které by mohly ohrozit chod organizací, nebo dokonce ohrozit bezpečnost státu. Celý svět kolem nás je elektronizo- ván, a tak se přirozeně setkáme mimo jiné s nejmladším nejnovějším druhem bezpeč-nosti, a sice kybernetickou bezpečností. Motto: "Bezpečnost je tak účinná, jak je silný její nejslabší článek"[13]Existuje již celá řada zákonů, ať na úrovni EU nebo jednotlivých států, které se snaží chránit svůj kybernetický prostor. Ve své bakalářské práci se zaměřuji na českém pro- středí, na zákon č. 181/2014 Sb. o kybernetické bezpečnosti a o změně souvisejících zákonů. Bakalářská práce "Kybernetická bezpečnost a dopady Zákona o bezpečnosti na složky IZS" je rozdělená na dvě hlavní části. V první, teoretické části se budu věnovat bezpeč- nosti IS, legislativě a vymezení základních pojmů v této oblasti. Druhá praktické části práce by měla vést k vyhodnocení dopadu nového zákona o ky-bernetické bezpečnosti na 3 typy organizací: běžné organizace, organizace s význam-ným IS a organizace patřící do kritické infrastruktury. Kromě studia dostupných pod- kladů bude užita metoda řízeného rozhovoru. Výsledkem práce by měl být odhad ná- kladů, odhad personálních požadavků, popis nutných opatření v jednotlivých typech organizací

Currently, at the age of globalization of the society, we are all more influenced by the internet environment. The importance and possibilities of using the information and telecommunication technologies in our everyday lives grows. If we look around, the majority of young people live in the world of the internet. The information safety of organizations with important information system and organizations ranking among those with the critical infrastructure in the future and the information safety of ordinary organizations requires that the important data, which could endanger the functioning of the organizations or even endanger the functioning of the state, are not lost. The entire world around us is electronic, and therefore we come across the newest type of security, which is the cyber security. Motto: ?Security is as effective as strong is its weakest link.? There exist a number of acts either on EU level or on the level of the individual member states which are trying to protect their cyber space. In my bachelor thesis, I focus on the Czech environment that is on Act N. 181/2014 Sb. Act on Cyber Security and amend- ments of the related legislation. The bachelor thesis: ?Cyber security and the impacts of the Act on Security on the com- ponent parts of the Integrated Rescue system (IZS)? is divided into two main parts. In the first, theoretical part, attention will be paid to the safety of the IS, to the legislation and definitions of the main terms in this field. The second, practical part, should lead to the evaluation of the impact of the new act on the cyber security on the 3 types of organizations: ordinary organizations, organizations with important IS and organizations falling into the category of the critical infrastruc- ture. Apart from the study of the accessible materials, the method of "pen and paper review" will be applied. The outcome of the thesis should be the estimate of the costs, the estimate of human resources requirements and the description of the measures nec- essary to be taken in each of the types.
