Řešení dopadů při výpadku elektrické energie velkého rozsahu v Moravskoslezském kraji

Abstract

Tato práce řeší dopady výpadku elektrické energie velkého rozsahu vMoravskoslezském kraji. Vprvní části práce je teoreticky, vnezbytně nutném rozsahu, popsána oblast elektrické energie, blackoutu a krizového plánování. Samotné řešení této práce se skládá ze tří částí a to zpopisu a vyhodnocení dopadů těchto výpadků, zezpracování podkladů pro připravovaný operační plán a ze zjišťování připr avenosti subjektů vytipovaných Krizovým plánem Moravskoslezského kraje na blackout. Dopady jsme vpráci rozdělili do hlavních oblastí a jejich podoblastí. Kvyhodnocení hlavních oblastí dopadů podle jejich závažnosti jsme použili podklady získané od expertů, které jsme aplikovali do Fullerovy metody. Dále jsme popsali dopady pomocí Ishikawa diagramů. Při vyhodnocovánípodoblastí dopadů byla také využita Fullerova metoda anavíc, kvůli stanovení pořadí všech podoblastí, byla vypočtena mírazávažnosti podoblastí dopadů. Do výpočtu míry závažnosti je zahrnuta váha závažnosti hlavních oblastí dopadů, váha závažnosti podoblastí dopadů, koeficient četnosti a váha pořadí podoblastí dopadů. Kestanovení koeficientu četnosti je použita komparace blackoutů. Získané údaje opodoblastech dopadů jsou také podklady pro operační plán. Dle pořadí podoblastí dopadů jsou seřazena opatření pro řešení blackoutu, která převážně vycházejí zkrizových plánů. Připravenost vytipovaných subjektů je vpráci zjišťována prostřednictvím dotazníkového šetření. Vyhodnocením dopadů řešeného výpadku jsme obdrželi výsledky, zkterých vyplývá, že nejzávažnější hlavní oblastí jsou dopady na kritickou infrastrukturu a nejzávažnější podoblastí dopadů je energetika. Zdotazníkového šetření vyplynulo, že 78,6% subjektů vytipovaných Krizovým plánem Moravskoslezského kraje je připraveno na blackout. Z výsledkůvyplývá, že je důležité, abychom setouto problematikou zabývali inadále. Bylo by také vhodné zvýšit připravenost některých subjektů vytipovaných krizovým plánem kraje.

This thesis deals with the impact of large power failures in the Moravian-Silesian region. The first part of the thesis describes, theoretically andin the necessary scope, theareas of electric power, blackout, and crisis planning. The solution itself consists of thr ee parts: description and assessment of the impact of such failures, elaboration of documents for an operations plan, and finding out how well the subjects selected by the Crisis Plan of theMoravian-Silesian Region are prepared for a blackout. The impact was divided into main areas and their sub-areas for the purposes of this thesis. To evaluate main impact areas according to their severity, groundwork data from experts were used, to which the Fuller's method was applied. Furthermore, the impacts were described using Ishikawa diagrams. When evaluating the impact sub-areas, we also used theFuller's method; in addition to that, in order to determine the order of all sub-areas, thelevel of severity of these sub-areas was calculated. The severity level calculations included the weight of severity of main impact areas, the weight of severity of impact sub-areas, the frequency coefficient, and the weight of individual positions within the order of impact sub-areas. To determine the frequency coefficient, acomparison of blackouts was used. The information obtained about impact sub-areas also served as groundwork data for an operations plan. According to the order of the impact sub-areas, measures for solving ablackout were ranked; these measures are based mainlyon crisis plans. The preparedness of selected subjects was checked using aquestionnaire procedure. After evaluating the impacts of the power failure in question, we obtained results showing that impacts on the critical infrastructure were the most signif icant main area and power industry was the most significant of the impact sub-areas. The questionnaire procedure showed that 78.6% of all subjects selected by the Crisis Plan of the Moravian-Silesian Region were prepared for ablackout. The results suggest that it is important to continue dealing with these issues. Moreover, the preparedness of some of the subjects selected by the Crisis Plan of the Moravian -Silesian Region should be improved
