Analýza cen léků v okrese Kladno

Abstract

Práce je věnována systému tvorby cen léků v ČR. První tématický okruh seznamuje s procesem stanovení cen léků, jakými způsoby ovlivňují ceny léků státní orgány ČR a jaká pravidla jsou zavedena při vydávání léků v lékárnách. Další část je zaměřena na systémy tvorby cen léků v zahraničí týkající se především vlivu cenové politiky na úhrady od pacientů. Hlavní část diplomové práce se zabývá statistickou analýzou cen léků v lékárnách okresu Kladno. Tato analýza byla provedena na modelové skupině 13 léků. Analýza se soustředila zejména na rozdíly v cenách léků. Variační koeficient se pohyboval od 0,024 do 0,42. To ukazuje na velký rozdíl cen některých léků mezi lékárnami. Šetřením bylo dále prokázáno, že existuje závislost cen některých léků na umístění a bližší specifikaci lékáren kladenského okresu. Statisticky významný rozdíl byl zjištěn mezi cenami léků v lékárnách umístěných v nákupních střediscích a mimo tato střediska (ve zdravotnických zařízeních, jinde). Vliv velikosti obce (Kladno - Slaný - ostatní) ani vzdálenosti od centra na ceny léků nebyl prokázán. Poslední část této práce je zaměřena na spokojenost lékárníků s lékovou cenovou politikou v ČR. Lékárníci kritizují systém jako příliš složitý a poukazují zejména na to, že mu pacienti nerozumí.

The study is focused on the pricing system of pharmaceuticals in the Czech Republic. The first section introduces the process of fixing the prices of medicines, ways, in which state authorities in the Czech Republic affect prices of medicine, and established rules for medicine issuing in pharmacies. The next part is concerned with drug pricing systems abroad with the main regard to the impact of pricing policies on patients' payments. The fundamental section of the dissertation deals with a statistical analysis of drug prices in pharmacies of the Kladno district. This analysis was carried out on a model set of 13 drugs. It was focused above all on differences in drug prices. The coefficient of variation varied between 0.024 and 0.42, which reflects large differences in prices of some drugs between pharmacies. The investigation has further shown that there is a dependency of prices of some drugs on the location and more detailed specification of pharmacies in the Kladno district. Statistically significant difference was proved between the prices in pharmacies within shopping malls, and outside them (in medical centres, elsewhere). Effects of the community size (Kladno - Slaný - other) and of the distance from the town centre were not established. The last section of the study is focused on pharmacists' contentment with the drug pricing policy in the Czech Republic. The pharmacists criticize the system as too complicated and stress above all the fact that patients do not accept it.
