Optimalizace rozvrhování služeb na nemocničním oddělení

Abstract

Cílem této práce je zmapování situace v českých nemocnicích ohledně způsobu rozvrhování směn a navržení optimalizačního prostředku pro rozvrhování směn sester. Při rozvrhování je třeba dodržovat nejen Zákoník práce, ale zohlednit i lidskou stránku problému. V první části se práce zabývá legislativními omezeními při rozvrhování 4 Zákoníkem práce a jeho jednotlivými ustanoveními pro tuto oblast. Druhá část práce se zaměřuje na metody používané k optimalizaci. Třetí část pojednává o metodách rozvrhování užívaných v českých zdravotnických zařízeních na základě dotazníku rozeslaného zhruba 150 českým nemocnicím. Čtvrtá část obsahuje analýzu SWOT, analýzu silového pole a analýzu zúčastněných stran. Poslední část práce pak tvoří praktická ukázka tvorby rozvrhu s využitím tabulkového programu Excel.

The aim of this work is the mapping of the situation in the Czech hospitals in relation to the methods of scheduling shifts and the proposal of a tool to optimize the preparation of a schedule for nurses? shifts. In doing this, it is necessary not only to comply with the regulations of the Labour Code, but also to consider the human aspect of the issue. In its first part, the thesis focuses on the legislation related to the shifts scheduling 4 the Labour Code and its individual provisions regulating this area. The second part of the thesis deals with the methods used for optimization. The third part describes the methods for shifts scheduling used in Czech healthcare facilities on the basis of a questionnaire distributed among approximately 150 Czech hospitals. The fourth part includes the SWOT analysis, the force field analysis and the analysis of involved parties. The last part of the thesis is a practical illustration of preparing a schedule in Excel.
