Nerovnosti v geografickém rozdělení zdravotnických kapacit a zdrojů

Abstract

Diplomová práce je věnována primární péči a problematice v nerovnoměrnémgeografickém rozdělení praktických lékařů, gynekologů a stomatologů mezi kraji České republiky. Služby primární péče jsou využívány největším počtem obyvatel a jejich význam ve zdravotnických systémech neustále narůstá a to především v souvislosti se stárnutím populace, rozvojem medicínských technologií a snahou co nejlépe využít finanční prostředky. V první, teoretické části diplomové práce, je popsáno zdravotnické zařízení poskytující primární péči. Dále je rozebrána problematika nerovnosti a metody, které lze použít pro její výpočet. V praktické části jsou zpracována data týkající se primární péče v České republice a pomocí jedné z metod (index Robina Hooda) je provedena analýza nerovnoměrnosti v geografickém rozmístění primární péče. Mezi jednotlivými kraji existují v České republice značné rozdíly. V geografickém rozdělení lékařů, kteří poskytují primární péči, jsou značné nerovnoměrnosti. Také potřeba a spotřeba primární péče je v jednotlivých krajích rozdílná, počet ošetření není v České republice rozložen rovnoměrně.

The Diploma Paper treats the subject of primary care and the issues arising from uneven geographical distribution of places within the Czech Republic regions where the General Practitioners, gynecologists and stomatologists offer their services. The primary care services are used by the largest portion of the population and their importance in the health-care systems is ever growing - a fact attributable particularly to the aging of population; the development of medical technologies; and the effort spent to make the most of the available funds. The initial, theoretical section of the Paper describes a health-care facility providing the primary care. Then the document addresses the issue of uneven distribution and methods employed to calculate the relevant figure. The practical section examines data on the primary care provided in the Czech Republic and utilizing one of the methods (the Robin Hood Index) it analyzes the geographical unevenness of places where the care is delivered. The individual regions of the Czech Republic exhibit considerable differences. The geographical distribution of doctor's offices where the primary care is provided is very uneven. Moreover, the needs and use-rates of the primary care have been found different in different regions - the number of treatments administered is not well balanced within the Czech Republic. 3
