Analýza zranitelnosti zdravotního operačního střediska územní záchranné služby Karlovarského kraje

Abstract

Abstrakt Předmětem diplomové práce je zpracování analýzy zranitelnosti zdravotního operačního střediska Karlovarského kraje, jako významného prvku kritické infrastruktury integrovaného záchranného systému. Zranitelnost operačního střediska můžeme rozdělit na funkční a na ohrožení místa umístění ZOS . Cílem je potvrzení hypotézy, že bezpečnost zdravotního operačního střediska karlovarského kraje je nedostatečná. Zároveň poukáže na zranitelnost při selhání jednoho, či více prvků odvětvových sektorů kritické infrastruktury. Metoda potvrzení hypotézy je stanovením rizik pomocí analýzy SWOT, analýzy What if a sestavení navrhovaných opatření ke snížení zranitelnosti operačního střediska. Základem je současné poznání problematiky a souhrn poznatků pro oblast bezpečnosti, krizového řízení a správné identifikace a vyhodnocení rizik a hrozeb. Klíčové oblasti stěžejní pro ZOS budou rozebrány pomocí otázek a odpovědí v analýze What if . Teoretická část obsáhne vývoj operačního střediska a jeho současnou organizaci, specifika činností a vymezení jeho působnosti. Dále budou popsány systémy zajišťující činnost operačního střediska. V praktické části budou prostřednictvím analýzy SWOT , analýzy What if klíčových oblastí a matice rizik identifikovány prvky zranitelnosti operačního střediska a dopad nejen na jeho činnost, ale i na činnost záchranné služby. Výzkum bude vycházet ze statistického šetření závad, vlastního empirického výzkumu krajského operačního střediska záchranné služby Karlových Varech. Součástí diplomové práce je použití modelování situací spojených s možným teroristickým útokem, konkrétně explozivní látky na softwaru TerEx. Cílem je potvrzení hypotézy zranitelnosti zdravotního operačního střediska karlovarského kraje. V závěru budou navrženy možnosti, které by vedly ke snížení zranitelnosti výše zmíněného operačního střediska.

Abstract The subject matter of this thesis is an analysis of the vulnerability of the Public- Safety Answering Point for the Karlovy Vary Region as an important element of the critical infrastructure of the Integrated Rescue System. The vulnerability of the Public-Safety Answering Point (PSAP) can be divided into the functional vulnerability and potential threats to the PSAP location. The objective is to confirm the hypothesis that the safety of the Public-Safety Answering Point for the Karlovy Vary Region is not sufficient. It will also refer to the vulnerability in the event that one or several elements of the branch sectors of the critical infrastructure fail. The method of hypothesis confirmation consists in the specification of risks, using SWOT Analysis, What-If Analysis, and stipulation of the actions proposed to reduce the vulnerability of the Public-Safety Answering Point. As a basis, it is necessary to identify the problems and to sum up the gained knowledge for safety, crisis management, and correct identification and assessment of the risks and threats. The key areas for PSAP will be analyzed in the What-If Analysis, using questions and answers. The theoretical section focuses on the development and current organization of the Public-Safety Answering Point, its specific features of activities, and definition of its competences. Furthermore, the systems ensuring the activities of the Public- Safety Answering Point are described. In the practical section the elements of the vulnerability of the Public-Safety Answering Point are identified by means of the SWOT Analysis, What-if Analysis of key areas and matrix of risks, and the impact on its activities, as well as on the activities of the rescue service. The research is based on the statistical investigation of defects, empirical research of the Public-Safety Answering Point for the Karlovy Vary Region. The thesis also includes modelling of situations connected with a potential terrorist attack, namely an explosive substance on the TerEx software. The objective is to confirm the hypothesis of the vulnerability of the Public-SafetyAnswering Point for the Karlovy Vary Region. In the final section the options that would reduce the vulnerability of the Public-Safety Answering Point are proposed.
