Činnost technického dozoru při realizaci dopravních staveb

Abstract

Práce je zaměřena na výkon inženýrské činnosti převážně při výstavbě komunikací II. a III. třídy ve vlastnictví Jihočeského kraje. Je zde nastíněna základní problematika z pohledu příslušné legislativy pro tuto oblast. Vzhledem k tomu, že se jedná o projekty financované z veřejných prostředků, je zmíněn nový zákon o zadávání veřejných zakázek v oblasti veřejných zakázek na stavební práce a služby. Ve větší podrobnosti jsou řešeny dopravní stavby realizované Jihočeským krajem v letech 2014 ? 2016 včetně výkonu technického dozoru stavby. Je provedena analýza jednotlivých cen, jak za vlastní stavbu, tak činnost TDS a tato data byla následně použita pro určení optimalizace nákladů na činnost TDS jakožto procenta průměru podílu na náklad ceny z ceny staveb za daný rok.V aplikační části je řešen návrh softwarové podpory pro efektivní výkon technického dozoru stavby - program s pracovním názvem TDSoft, který je aplikován na praktickém příkladu.

The thesis addresses the performance of engineering activities particularly on the roads of class II and III owned by the South Bohemian Region. It outlines basic issues from the view of the legislation regulating this field. Since those projects are financed from public funds, the thesis mentions the new Public Procurement Act applying to the field of public works contracts and public service contracts. In greater detail, the thesis examines the transport structures built by the South Bohemian Region from 2014 to 2016, including the construction supervision. The thesis contains an analysis of prices both for the construction itself and for the construction supervision; this was subsequently used for determining the average percentage of the proportion of the price for the construction supervision to the price of the construction, calculated from the prices of constructions in the given year. The application part of the thesis describes the design of a software to support effective performance of construction supervision - the program with the working title "TDSoft", which is demonstrated in a practical example.
