Možnosti využití skupin potápěčských činností složek Ministerstva vnitra České republiky při mimořádných událostech a krizových situacích.

Abstract

Obsahem této práce je obecný přehled problematiky skupin potápěčských činností Policie České republiky a Hasičského záchranného sboru České republiky. Práce je zaměřena na rozbor a komparaci celkového stavu, a to v oblasti legislativy, organizace a výcviku, ve vztahu k možnostem využití při mimořádné události či krizovém stavu. V první části práce jsou popsány potápěčské skupiny jednotlivých bezpečnostních sborů, jejich historie, současnost, legislativa, členění, výcvik, technické a materiální zabezpečení a mimořádné události a krizové situace, na které lze potápěčské skupiny Policie ČR a Hasičského záchranného sboru ČR využít. V další části práce je proveden jejich rozbor a komparace, se zaměřením na specifické činnosti, které tyto skupiny vykonávají. Cílem práce je získání přehledu o současném stavu potápěčských činností u Policie České republiky a Hasičského záchranného sboru České republiky, poukázání na možné změny a stanovení doporučení pro praxi. Pro získání informací a uceleného náhledu na problematiku zadání bakalářské práce byla zvolena metoda sběru, studia a analýzy interních dokumentů, odborné a tematické literatury a publikací a dotazování odborníků a pracovníků z řad Policie České republiky a Hasičského záchranného sboru České republiky.

The purpose of this work is to give a general overview of the aspects connected with the groups of diving activities of the Czech Republic?s Police and Fire Rescue Service. The focus is on the analysis and comparison of the overall situations in the areas of legislation, organization and training as related to the possibilities of using the said groups during an emergency case or a crisis situation. The first part of the work describes the groups of diving activities of the various security forces, their history, the current situation, the applicable legislation, the classification, the training, the technical and material equipment and the emergency cases and crisis situations in which the groups of diving activities of the Czech Republic?s Police and Fire Rescue Service can be used. The subsequent part focuses on the analysis and comparison of the specific activities of those groups. The purpose is to establish an overview of the current state of the diving activities carried out by the Czech Republic?s Police and Fire Rescue Service, to point out possible adjustments, and to come up with practical recommendations. In order to obtain the necessary information and a comprehensive insight into the subject of this Bachelor thesis, I opted for the method of collecting, studying and analysing internal documents, professional literature and publications on the subject, combined with questioning subject matter experts and employees of the Czech Republic?s Police and Fire Rescue Service.
