Balistická ochrana výjezdových skupin zdravotnické záchranné služby

Abstract

Diplomová práce se zaměřuje na problematiku balistické ochrany výjezdových skupin zdravotnické záchranné služby (ZZS) v České republice (ČR). Vzhledem k narůstajícím bezpečnostním rizikům, jako jsou útoky aktivního útočníka nebo zásahy v nebezpečném prostředí, je otázka adekvátní ochrany zasahujících zdravotnických pracovníků stále aktuálnější. Přestože některé krajské ZZS již balistické prostředky vlastní a využívají, jejich pořízení i způsob využití se výrazně liší. V práci je kladen důraz na vyhodnocení současného stavu a identifikaci klíčových bariér a přínosů spojených s balistickým vybavením. Teoretická část práce popisuje základní pojmy spojené s balistickou ochranou, kategorizaci prostředků dle úrovně ochrany, legislativní rámec a dále seznamuje s organizací ZZS. Praktická část vychází z kvalitativní analýzy polostrukturovaných rozhovorů s vedoucími pracovišť krizové připravenosti ZZS z jedenácti krajů ČR. Analýza výstupů probíhá pomocí SWOT analýzy, v níž jsou identifikovány silné a slabé stránky současného řešení, příležitosti pro další vývoj a hrozby bránící efektivnímu využití balistické ochrany. V rámci rozhovorů byly zjišťovány přístupy k výběru vybavení, zkušenosti z praxe, postoj ke standardizaci a vnímání rizik. Výsledkem práce je přehled současného stavu balistické ochrany u ZZS v ČR a doporučení směřující ke sjednocení přístupů v oblasti výběru vybavení, školení a implementace. Výstupy této práce mohou posloužit jako podnět k diskuzi o možnostech centralizovaného řešení v rámci ZZS, případně k individuálnímu posouzení na úrovni jednotlivých krajů.

This master thesis focuses on the issue of ballistic protection of emergency medical services (EMS) in the Czech Republic (CR). Due to the increasing security risks, such as attacks by an active attacker or interventions in hazardous environments, the issue of adequate protection of intervening medical personnel is becoming increasingly relevant. Although some regional health services already own and use ballistic devices, their acquisition and use vary considerably. In this paper, emphasis is placed on assessing the current status and identifying key barriers and benefits associated with ballistic equipment. The theoretical part of the thesis describes the basic concepts associated with ballistic protection, categorization of equipment according to the level of protection, legislative framework and also introduces the organization of the EMS. The practical part is based on a qualitative analysis of semi-structured interviews with heads of emergency preparedness departments from eleven regions of the Czech Republic. The analysis of the outcomes is carried out by means of a SWOT analysis, which identifies the strengths and weaknesses of the current solution, opportunities for further development and threats that hinder the effective use of ballistic protection. The interviews included approaches to equipment selection, practical experience, attitudes towards standardisation and risk perception. The result of the work is an overview of the current state of ballistic protection in the Czech Republic and recommendations aimed at unifying approaches to equipment selection, training and implementation. The results of this work can serve as a stimulus for discussion on the possibilities of centralized solutions within the EMS, or for individual assessment at the level of individual regions.
