Připravenost složek integrovaného záchranného systému v obci s rozšířenou působností Brandýs nad Labem na vybrané mimořádné události

Abstract

Diplomová práce se zaměřuje na vyhodnocení úrovně připravenosti složek integrovaného záchranného systému na mimořádné události, které mohou nastat na území obce s rozšířenou působností Brandýs nad Labem Stará Boleslav. Cílem práce je zhodnotit aktuální stav připravenosti, identifikovat nejčastější hrozby a navrhnout možná opatření vedoucí ke zvýšení efektivity zásahu a mezioborové spolupráce. Teoretická část práce se zabývá charakteristikou systému integrovaného záchranného systému v České republice, legislativním rámcem jeho fungování, popisem základních složek IZS. Dále je rozebrána úloha obcí s rozšířenou působností. Součástí teoretické části je i charakteristika území ORP Brandýs nad Labem a přehled nejpravděpodobnějších typů mimořádných událostí, které v tomto území hrozí. Praktická část je sestavena na vyhodnocení informací získaných prostřednictvím dotazníkového šetření mezi členy IZS, strukturovaných rozhovorů s jejich zástupci, SWOT analýzy a analýzy rizik pomocí nástroje Riskan. Výsledky ukazují, že připravenost složek IZS je na standardní až mírně nadprůměrné úrovni. Silnými stránkami jsou funkční spolupráce a stabilní organizační struktury. Mezi slabiny patří technické nedostatky, problematická komunikace a nízká frekvence taktických cvičení. Na základě zjištěných skutečností jsou navržena opatření zaměřená na modernizaci vybavení, zlepšení zpětné vazby a posílení koordinace mezi složkami IZS.

This thesis focuses on evaluating the level of preparedness of the Integrated Rescue System (IRS) for emergency situations that may occur within the administrative area of the municipality with extended powers of Brandýs nad Labem Stará Boleslav. The aim of the thesis is to assess the current state of preparedness, identify the most common threats, and propose measures to enhance the effectiveness of emergency response and interdisciplinary cooperation. The theoretical part of the thesis provides an overview of the IRS in the Czech Republic, including its legislative framework and a description of its core components. It also examines the role of municipalities with extended powers. Furthermore, it includes a characterization of the Brandýs nad Labem administrative district and an overview of the most likely types of emergencies that may arise in this area. The practical part is based on the evaluation of data collected through questionnaires distributed among IRS members, structured interviews with their representatives, a SWOT analysis, and a risk analysis using the Riskan tool. The results show that the preparedness of IRS components is at a standard to slightly above-average level. Strengths include effective cooperation and stable organizational structures. Weaknesses involve technical shortcomings, problematic communication, and a low frequency of tactical exercises. Based on the findings, measures are proposed to modernize equipment, improve feedback mechanisms, and strengthen coordination among the IRS components.
