Bezpilotní letouny jako nástroj moderní požární ochrany: Analýza současného stavu a potenciálu využití bezpilotních letounů u HZS ČR

Abstract

Tato bakalářská práce se zabývá využitím bezpilotních letounů (dronů) jako moderního nástroje požární ochrany, konkrétně v rámci činnosti Hasičského záchranného sboru České republiky (HZS ČR). Cílem práce je analyzovat současný stav využívání dronů u HZS ČR a zhodnotit jejich potenciál z hlediska legislativy, technických specifikací a praktického nasazení. Teoretická část práce shrnuje základní poznatky o bezpilotních letounech, jejich výhodách, nevýhodách, typologii a současném legislativním rámci. Poukazuje na silné a slabé stránky bezpilotní technologie, jakož i na současné limity jejího širšího zapojení. Praktická část se zaměřuje na konkrétní příklady využití dronů v zásazích HZS ČR a navrhuje možná zlepšení v oblasti jejich širšího uplatnění. Práce se rovněž věnuje analýze požadavků na implementaci dronů do všech stanic HZS ČR a identifikaci legislativních bariér, které této implementaci brání.

This bachelor thesis deals with the use of unmanned aerial vehicles (drones) as a modern tool for fire protection, specifically within the operations of the Fire Rescue Service of the Czech Republic (HZS ČR). The aim of the thesis is to analyze the current state of drone usage within HZS ČR and to assess their potential in terms of legislation, technical specifications, and practical deployment. The theoretical part of the thesis summarizes basic information about unmanned aerial vehicles, including their advantages, disadvantages, typology, and the current legislative framework. It highlights the strengths and weaknesses of drone technology, as well as the current limitations preventing its wider adoption. The practical part focuses on specific examples of drone use during HZS ČR operations and proposes possible improvements for their broader application. The thesis also analyzes the requirements for implementing drones across all HZS ČR stations and identifies legislative barriers that hinder this implementation.
