Analýza a komparace rizik vybraných základních škol

Abstract

Tato diplomová práce se zabývá analýzou rizik vybraných základních škol. Cílem práce je zpracování analýzy rizik pro tři vybrané objekty základních škol a navržení opatření ke zvýšení jejich bezpečnost. Teoretická část práce je zaměřena na vymezení základních pojmů souvisejících s danou problematikou, uvedení souvisejících právních předpisů a dalších dokumentů. Popsán je proces řízení rizik včetně samotné analýzy rizik s uvedením konkrétních metod, které lze pro zpracování analýzy využít. Dále je vymezena bezpečnost na základních školách z hlediska státních institucí a na závěr teoretické části jsou charakterizovány vybrané základní školy. Praktická část práce se zabývá zpracováním analýzy rizik. Nejprve je provedena identifikace hrozeb, které mohou školy ohrožovat, a následně analýza rizik pomocí metod předběžné analýzy rizik a multikriteriální analýzy rizik. Výsledkem je vyhodnocení hrozeb se stanovením míry rizika. Nejzávažnější hrozby jsou ohodnoceny nepřijatelným rizikem a jsou jimi amok útok aktivního střelce, teroristický útok, požár v budově, výbuch v budově a přirozená povodeň. Na základě získaných výsledků jsou pro řešení nejzávažnějších hrozeb navržena opatření vedoucí ke zvýšení bezpečnosti zkoumaných škol a eliminaci zjištěných nedostatků vzhledem k současným opatřením.

This diploma thesis deals with the risk analysis of selected elementary schools. The aim of the thesis is to elaborate a risk analysis for three selected elementary schools and to propose measures to increase the safety of individual buildings. The theoretical part of the thesis is focused on the definition of basic terms related to the issue, introduction of related legislation and other documents. The process of risk management is described, including the risk analysis with the indication of specific methods that can be used for the analysis. Furthermore, safety in elementary school is defined from the point of view of state institutions and at the end of the theoretical part selected elementary schools are characterized. The practical part of the thesis deals with the elaboration of the risk analysis. First, the identification of threats that may endanger schools is carried out, followed by risk analysis using the methods of preliminary risk analysis and multicriteria risk analysis. The result is an evaluation of the threats with the determination of the level of risk. The most serious threats are rated as unacceptable risk, and these are amok active shooter attack, terrorist attack, building fire, building explosion and natural flood. Based on the results obtained, measures to address the most serious threats are proposed to improve the safety of the selected schools and to eliminate the identified deficiencies regarding current measures.
