Význam a úloha obecní policie města Poděbrady při předcházení protiprávního jednání na úseku bezpečnosti a veřejného pořádku

Abstract

Cílem této diplomové práce je analyzovat význam a úloha obecní policie města Poděbrady při předcházení protiprávního jednání na úseku bezpečnosti a veřejného pořádku. Součástí tohoto cíle je také stanovení případných opatření a doporučení pro MP Poděbrady. Teoretická část je rozčleněna do několika částí. Nejprve se zaměřuje na definici základních pojmů důležitých pro zkoumanou oblast. Jde o definici integrovaného základního systému a jeho členové, dále pojmy mimořádná událost, krizová situace, záchranné a likvidační práce. Dále je v práci detailně rozebrána městská policie, její složení, zaměstnanci, územní působnost, právní předpisy, úkoly a oprávnění strážníků a zapojení městské policie při mimořádné události. Dále je rozebrán historický vývoj městské policie a na závěr teoretické části je popsáno město Poděbrady a jím zřizovaná městská policie, která je také zkoumaným předmětem této práce. Praktická část je zaměřena na kvalitativní výzkum formou řízených rozhovorů se strážníky a kvantitativní výzkum formou dotazníkového šetření sdílených přes sociální sítě mezi skupinu strážníků a obyvatel Poděbrad. Mezi těmito skupinami proběhne názorová komparace. Pro získání návrhu opatření pro MP jsou data získaná z rozhovoru a dotazníků implementována do SWOT analýzy a na základě vyhodnocení rozhovorů a dotazníků jsou přijaty obě stanovené hypotézy. Na závěr proběhne porovnání proběhlé SWOT analýzy se SWOT analýzou městské policie ve Valašském Meziříčí a na konec proběhne porovnání městské policie se zahraničím.

The aim of this thesis is to analyze the importance and role of the Municipal Police of Poděbrady in preventing illegal acts in the Field of Security and Public Order. Part of this objective is also to determine possible measures and recommendations for the Poděbrady Municipal Police. The theoretical part is divided into several parts. First, it focuses on the definition of basic concepts relevant to the area under study. These are the definition of the integrated basic system and its members, as well as the concepts of emergency, crisis situation, rescue and liquidation work. Furthermore, the thesis discusses in detail the municipal police, its composition, employees, territorial jurisdiction, legal regulations, tasks and authorizations of officers and the involvement of the Municipal Police in an emergency. Furthermore, the historical development of the Municipal Police is analysed and at the end of the theoretical part the City of Poděbrady and the Municipal Police established by it, which is also the subject of this thesis, is described. The practical part focuses on qualitative research in the form of guided interviews with officers and quantitative research in the form of a questionnaire survey shared via social networks among a group of officers and residents of Poděbrady. An opinion comparison will be made between these groups. In order to obtain a proposal of measures for Municipal Police, the data obtained from the interviews and questionnaires are implemented in a SWOT analysis, and based on the evaluation of the interviews and questionnaires, both stated hypotheses are accepted. Finally, the SWOT analysis will be compared with the SWOT analysis of the municipal police in Valašské Meziříčí and finally the comparison of the Municipal Police with foreign countries.
