Využití městské policie při plnění úkolů ochrany obyvatelstva

Abstract

Práce se zabývá využitelností Městské policie hl. m. Prahy k plnění úkolů ochrany obyvatelstva. Souběžně s tímto zkoumá i její zapojení do integrovaného záchranného systému. V praktické části jsou pomocí rešerše právních dokumentů, vnitřních směrnic, odborné literatury a veřejnoprávních dokumentů rozebrány základní pojmy ochrany obyvatelstva, IZS a existence instituce městské policie. Dále je pak popsána Městská policie hl. m. Prahy včetně jejích kapacit a způsobu ukotvení v systému ochrany obyvatelstva a krizového řízení na území hlavního města včetně spolupráce s dalšími dotčenými subjekty. Praktická část sestává z metod, jež mají vazbu na vyhodnocení hypotéz. Bylo užito dotazníkového šetření mezi strážníky MP hl. m. Prahy. Dále byly provedeny analýzy účasti MP HMP na řešení mimořádných událostí a společných zásazích v minulosti. Výsledná zjištění byla zhodnocena v rámci analýzy SWOT. Předmětem zkoumání je úroveň odborné přípravy strážníků, kapacit MP HMP, materiálního vybavení a systému spolupráce s ostatními subjekty plnícími povinnosti v oblasti ochrany obyvatelstva. Výsledným zjištěním je pak zhodnocení schopnosti a využitelnosti MP HMP plnit úkoly ochrany obyvatelstva a jejího zapojení do IZS včetně odborné a taktické připravenosti strážníků. Součástí je soubor doporučení pro zlepšení současné situace.

The purpose of this thesis is to analyse the use of Prague Municipal Police in civil protection. Parallelly, a part of the thesis is an analysis of the participation of municipal police in the integrated rescue system. In the theoretical section of the thesis through research of legal documents, internal guidelines and academic literature are described basic concepts of civil protection, integrated rescue system, and functioning of municipal police. Following that, the theoretical part contains a description of the Prague Municipal Police including its capacities and the form of cooperation within the civil protection and the crisis management system in the capital city, including cooperation with other civil protection related authorities. The practical part contains the framework of methods assembled to prove the hypothesis. One of the methods used is a questionnaire distributed amongst Prague Municipal Police officers. In addition to that, an analysis of former responses to emergency calls has been carried out. The results have been analysed using the SWOT framework. The object of research is the level of professional training of police officers, the personal and material capacities of the Municipal Police and the system of cooperation with other civil protection authorities. The results are the evaluation of the level of preparedness of Prague Municipal Police to fulfil requirements of civil protection and to cooperate within the integrated rescue system, including the level of professional and tactical preparedness of municipal police officers. Part of the thesis is the collection of suggestions for an amelioration of the current situation.
