Analýza a evaluace vývoje trestné činnosti vězněných osob ve Věznici Ostrov za roky 2017–2022

Abstract

Předmětem diplomové práce je analýza a zhodnocení vývoje trestné činnosti vězněných osob ve Věznici Ostrov za stanovené období za účelem zjištění jejích příčin a navržení adekvátních opatření k jejich eliminaci. Teoretická část obsahuje charakteristiku vývoje v českém vězeňství ve směru k faktorům ovlivňující zkoumanou problematiku, nastínění úkolů Pověřeného orgánu Vězeňské služby České republiky, jeho postavení jako policejního orgánu ve smyslu trestního řádu, popis nejčastějších nedovolených jednání vězněných osob, ve kterých je spatřováno naplnění skutkových podstat trestných činů uvedených ve zvláštní části trestního zákoníku. Praktická část obsahuje vypracování statistik nápadu trestné činnosti vězněných osob ve vybraných věznicích a celkově ve Vězeňské službě České republiky, jejich komparaci a vyhodnocení. Z rozdílů zjištěných vyhodnocením a z názorů odborníků byly identifikovány příčiny trestné činnosti, což umožnilo stanovení konkrétních opatření, jejichž účinnost byla vyhodnocena pomocí multikriteriální analýzy. Určení nejpřínosnějšího opatření je naplněním cíle diplomové práce.

The subject of the diploma thesis is the analysis and evaluation of the development of criminal activities of imprisoned persons in the Ostrov Prison for a specified period in order to determine its causes and propose adequate measures to eliminate them. The theoretical part contains the characteristics of the development in the Czech prison system in relation to the factors influencing the researched issue, outlining the tasks of the Authorized authority Prison Service of the Czech Republic, its position as a police authority in the sense of the Code of Criminal Procedure, a description of the most frequent illegal acts of prisoners, in which the fulfillment of the merits of criminal offences listed in a special part of the Criminal Code is seen. The practical part contains the elaboration of statistics on the idea of criminal activities of prisoners in selected prisons and in the Prison Service of the Czech Republic in general, their comparison and evaluation. From the differences found by the evaluation and from the opinions of experts, the causes of crime were identified, which allowed the determination of specific measures, the effectiveness of which was evaluated using a multi-criteria analysis. Determining the most beneficial measure is the fulfillment of the goal of the diploma thesis.
