Kvantitativní analýza rizikovosti letadel ve sledování letové způsobilosti

Abstract

Tato diplomová práce se soustředí na systém vyhodnocení rizikovosti letadel, který používá Oddělení dopravních letadel Úřadu pro civilní letectví. Účelem systému je identifikace nejrizikovějších letadel, na kterých následně pracovníci oddělení vykonávají kontroly. Správná funkčnost systému je důležitá pro efektivní fungování státního dozoru nad letovou způsobilostí. Současný stav systému byl podroben analýze za účelem identifikace jeho slabých míst. Nalezené slabiny souvisely s nepřesností a subjektivitou současného systému, a proto je hlavním cílem této práce zvýšení objektivity a přesnosti tohoto systému. Za účelem navržení nové verze systému byla provedena kvantitativní analýza dat, se kterými systém pracuje. Hlavním cílem této analýzy bylo určení faktorů, které ovlivňují rizikovost letadel. Na základě výsledků analýzy byla vytvořena struktura nové verze systému a následně i funkční vzor systému, který může být implementován dle možností a preferencí uživatele. Přestože se některé identifikované problémy vyskytují i v nové verzi systému, bylo dokázáno, že nová verze je více objektivní a přesná než verze současná.

This diploma thesis focuses on the aircraft risk assessment system used by the Civil Aviation Authority’s Transport Aircraft Section. The purpose of the system is to identify the most risky aircraft, which are then inspected by the section’s staff. The correct functioning of the system is important for effective airworthiness monitoring by the state. The current state of the system was subjected to analysis to identify its weaknesses. The found weaknesses were related to the inaccuracy and subjectivity of the system, and therefore the main aim of this thesis is to increase the objectivity and accuracy of this system. In order to create a new version of the system, a quantitative analysis of the data the system works with was conducted. The main objective of this analysis was to determine the factors that influence the level of aircraft risk. Based on the results of the analysis, the structure of the new version of the system was created, followed by a functional model, which can be implemented according to user’s possibilities and preferences. Although some of the identified problems are still present in the new version of the system, it was proven, that the new version is more objective and accurate than the current version.
