Analýza rizik obce s rozšířenou působností Rakovník

Abstract

Tato práce se zabývá analýzou rizik ve správním obvodu obce s rozšířenou působností Rakovník. Cílem této práce je zpracování analýzy rizik na vybraném území, která by mohla mít vliv na bezpečnost obyvatelstva na daném území. Teoretická část pojednává o základních pojmech týkající se dané problematiky, právními předpisy, včetně nelegislativních dokumentů a působnosti a pravomocemi orgánů obce s rozšířenou působností, kterými jsou starosta, obecní úřad, bezpečnostní rada a krizový štáb. Dále je zde uvedeno krizové a havarijní plánování, analýza rizik, která v sobě nese základní pojmy, vysvětlení identifikace nebezpečí, analýzu rizik, metody analýzy a hodnocení rizik a mapování rizik. Dále je uvedena charakteristika obce s rozšířenou působností Rakovník a na závěr této části rozebrán současný krizový plán obce s rozšířenou působností Rakovník. Praktická část je následně zaměřena na identifikaci vybraných rizik na vybraném území za pomoci softwarových nástrojů Riskan, TerEx a Aloha. Výsledné hodnoty jsou porovnávány se současným krizovým plánem ORP Rakovník

This work deals with the analysis of risks in the administrative district of the municipality with extended jurisdiction Rakovník. The aim of this work is the preparation of a risk analysis in the selected area, which could have an effect on the safety of the population in the given area. The theoretical part discusses the basic concepts related to the given issue, legal regulations, including non-legislative documents and scope and the powers of municipal bodies with extended powers, which are the mayor, the municipal office, the security council and the crisis team. The crisis is also listed here and emergency planning, risk analysis, which includes basic concepts, explanation of hazard identification, risk analysis, methods of risk analysis and assessment and risk mapping. Furthermore, the characteristics of the municipality with extended scope of Rakovník are presented, and at the end of this part, the current crisis plan of the municipality with extended scope of Rakovník is analyzed. The practical part is then focused on the identification of selected risks in the selected area with the help of software tools Riskan, TerEx and Aloha. The resulting values are compared with the current crisis plan of ORP Rakovník
