Současný stav stálých úkrytů v Jihočeském kraji

Abstract

Tato diplomová práce je zpracována na téma Současný stav stálých úkrytů v Jihočeském kraji. Cílem práce je zhodnotit současný početní a technický stav stálých úkrytů v Jihočeském kraji, dále finanční a časovou náročnost obnovy dvou vybraných stálých úkrytů. Na základě stanoveného cíle práce bude přijata nebo zamítnuta hypotéza, že většina stálých úkrytů na území Jihočeského kraje odpovídá technickým požadavkovým normám STN-ČSN a obnova úkrytového fondu nebude trvat déle než 1 rok. Práce je rozdělena do dvou částí. Teoretická část je věnována základním pojmům ochrany obyvatelstva, příslušným právním předpisům a souvisejícím dokumentům. Na teoretickou část navazuje výzkumná část, která je zaměřena na analýzu početního a technického stavu úkrytového fondu za pomoci vybraných dat vedených u HZS Jihočeského kraje a porovnání technického stavu stálých úkrytů u 20 majitelů pomocí dotazníkového šetření. V poslední řadě proběhl u 2 majitelů úkrytů strukturovaný rozhovor z důvodu zjištění finanční a časové náročnosti obnovy úkrytů. Na základě vyhodnocení veškerých výsledků je zjištěno, že ačkoliv se na území Jihočeského kraje nachází celkem 138 stálých úkrytů, je jich méně než polovina použitelná pro ukrytí obyvatelstva. Jejich obnova by netrvala déle než 1 rok, ale náklady související s rekonstrukcí, údržbou a vybavením jsou neúčelově vynaloženými finančními prostředky.

This diploma thesis deals with the topic The current state of permanent shelters in the South Bohemia Region. The aim of the thesis is to evaluate the current number and technical condition of permanent shelters in the South Bohemia Region, as well as the financial and time requirements for the reconstruction of two selected permanent shelters. Based on the stated objective of the work, the hypothesis that most permanent shelters in the territory of the South Bohemian Region meet the technical requirement standards of the STN-ČSN (Czech technical norm) and the renewal of the shelter stock will not take more than 1 year will be accepted or rejected. The thesis is divided into two parts. The theoretical part deals with the basic concepts of protection of the population, relevant legislation, and related documents. The theoretical part is followed by the research part, which focuses on the analysis of the numerical and technical condition of the shelter stock using selected data kept by the Fire Department of the South Bohemia Region and comparison of the technical condition of permanent shelters of 20 owners by means of a questionnaire survey. Lastly, a structured interview was conducted with 2 shelter owners to determine the financial and time requirements for shelter renovation. Based on the evaluation of all the results, it is found that although there are a total of 138 permanent shelters in the territory of the South Bohemian Region, less than half of them are usable for sheltering the population. Their restoration would not take more than 1 year, but the costs related to reconstruction, maintenance and equipment are wasted funds.
