Plánování, organizování a řízení činnosti základních složek IZS na místě zásahu při nehodě na železnici

Abstract

Diplomová práce se zabývá činnostmi souvisejícími se zásahem základních složek IZS na místě zásahu při dopravní nehodě na železnici. Cílem diplomové práce je zjistit připravenost, organizační činnosti a aspekty, které ovlivňují řídící činnosti složek IZS. Následně jsou navrhnuta doporučení pro zkvalitnění činnosti složek IZS. V teoretické části práce jsou rozebrány složky IZS a je popsána zásahová technika s ochrannými osobními pracovními prostředky a také jsou definovány personální podmínky pro přijetí. Dále je zde vymezena charakteristika železniční mimořádné události se statistikou nehod na železnici. Také jsou zde popsána legislativní ustanovení subjektů působících v železniční dopravě. V neposlední řadě definuji plánovací, organizační a řídící činnosti základních složek IZS na místě zásahu při nehodě na železnici. V praktické části diplomové práce uvádím analýzu dat z polostrukturovaných rozhovorů se zástupci složek HZS, PČR, ZZS a také HZSP Správa železnic. V druhé části výzkumu je provedena komparace sil a prostředků základních složek IZS při železniční dopravní nehodě osobní a nákladní soupravy. S využitím modelové situace jsou znázorněny aspekty, které mají podstatný vliv na záchranné a likvidační práce složek IZS při jejich zásahu u dopravní nehody na železnici. V závěru práce jsou doporučeny návrhy pro zvýšení účinnosti záchranných prací, sil a prostředků základních složek IZS při dopravní nehodě na železnici.

The diploma thesis deals with activities related to the intervention of basic elements of the IZS at the scene of a traffic accident on the railway. The aim of the diploma thesis is to find out the readiness, organizational activities and aspects which influence the managing activities of the IZS bodies. Subsequently, to predict recommendations for improving the quality of the activities of the IZS bodies. In the theoretical part of the thesis, the bodies of the integrated rescue system are analyzed and the intervention technique with protective personal professional equipment is described. Personnel conditions for admission are defined as well. Furthermore, the characteristics of a railway emergency are defined here with the statistics of railway accidents. This part also contains the legislative provisions of entities operating in rail transport. I also define the planning, organizational and managing activities of the basic bodies of the IZS. In the practical part of the diploma thesis, I present the analysis of data from semi-structured interviews with representatives of the HZS, PČR, ZZS and HZSP Administration of Railways. In the second part of the research, a comparison of the forces and means of the basic bodies of the IZS in the event of a railway accident. With the use of a model situation, aspects, which have a significant influence on the rescue and liquidation work of the IZS bodies when they intervene at a railway accident. At the end of the thesis, I recommended suggestions for increasing the effectiveness of the rescue work forces and the means of the basic bodies of the IZS.
